INFORMATION SOUGHT: NOTICE TO THE CHEMICAL PLANT DESIGN INDUSTRY The NASA, John C. Stennis Space Center (SSC), Stennis Space Center, MS 39529 -- 6000 is interested in obtaining information from the chemical plant design industry for use regarding possible future design and construction of Hydrogen Peroxide systems. This RFI seeks industry input on best commercial practices, performance based approaches, enhanced outsourcing, commercialization, or privatization concepts. NASA's desire is to ensure the most efficient methods, practices and processes are obtained to achieve both safe and reliable facilities. All potential respondents shall consider the design and construction of a hydrogen peroxide treatment system whereby hydrogen peroxide ranging from 98% to 80% concentration may be reduced to lower concentrations for other use. The system should include a mixing or treatment process to produce a lower concentration product, stabilization techniques for storage and transport, and a loading system to fill shipping containers with the product for transportation to other users. The evaluation should consider required processes and subsequent design availability, container selection, monitoring systems, process control, handling, shipping methodology, the full spectrum of safety requirements applicable to the generation, transportation, and disposition of hydrogen peroxide, and product testing. Automation is required to minimize personnel exposure and reduce manpower requirements. This synopsis should not be construed as a formal request for proposals but, rather, a request for information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. NASA does not intend to award a contract at this time, but will use information obtained for market analysis to plan future procurements. Companies interested in exchanging information with NASA pertaining to the subject matter of this RFI are invited to attend a briefing and site tour to begin at 1:00 p.m. CDT on Wednesday, October 17, 2001 in the Propulsion Test Directorate, Conference Room, Building 1100, Room 2031, Stennis Space Center, Mississippi. Following the briefing and site tour, companies are requested to submit written comments and recommendations by close of business on Wednesday, November 14, 2001. It is NASA's desire that the written submissions address high-level alternatives to the way NASA is currently conducting business and general, market-based approaches for performing the functions described in this synopsis. NASA would prefer that the written submissions not contain confidential business or financial information relating to specific companies. After receipt of written responses, we may invite respondents for additional one-on-one discussions necessary to insure a clear understanding of the comments and ideas expressed.
