Description
The Environmental Protection Agency has a requirement to expand the Design Interface tool to include additional features that will be useful to air quality planners and network design specialists. The Design Interface is a software package that provides a graphical interface from which users can evaluate alternative networks using simple mouse manipulations. The contractor shall perform work in the following areas. Improving the Data Interface, adding Spatial Covariance Structure Module, expanding Network Analysis Example to include Ozone and PM2.5, incorporating Network Figure of Merit, and developing additional interactive features. Information about the DI package along with relevant software is available over the internet at the following location: http://www.cgd.ucar.edu/stats/DI/. EPA anticipates award of a firm-fixed price purchase order. The period of performance is 09/01/01 -- 02/28/02. The award will be through a small business set-aside. NAICS code number 541512 applies, with a size standard of $18M in average annual receipts over the last three years. It is estimated that an RFQ will be issued 15 days after the date of this notice. Quotes will be due 30 days after the RFQ issuance date. The RFQ and any amendments will be available via the Internet at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site for any amendments. Firms who DO NOT have the capability to obtain the RFQ from the Internet should request a FAX. A FAX will not be sent to those firms who have Internet access. If you request a FAX of the RFQ, you will receive amendments by mail, unless you notify us otherwise. Telephone and FAX requests will not be honored. Only one copy will be FAXed to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a quotation which shall be considered by the Agency. See Numbered Notes 1 and 26.
