Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This is solicited as a request for quotations (RFQ), No. RFQ R6-01-021. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. SIC Code 7373 (NAICS Code 541512) with a small business size of $5.0 million in annual receipts. This solicitation contains one (1) item, DESIGNING AND DEVELOPMENT OF PACIFIC NORTHWEST REGION FISHERIES PROGRAM WEBSITES. SPECIFICATIONS: The Pacific NW Region Fisheries Program Websites will be designed to inform its users with information about the Pacific NW Fisheries Program. The two Websites are: (1) a Regional Fisheries Program Website and (2) a Forest-level Fisheries Program Website, which will serve as a template for all 20 National Forests within the Pacific NW Region. The Regional Website will provide an overview of the Pacific NW Region Fisheries Program. Both websites will focus on three primary areas: (1) Recreational fishing opportunities, (2) Aquatic environmental education information and (3) Habitat Management and general fisheries program management. First, the Regional Website will be developed. Second, the Forest-level website template will be developed. Third, the templates will be "loaded" with information from all 20 National Forests. Thus, there will be a total of 21 separate websites in all one Regional Fisheries Program Website and 20 Forest-level websites all based on the initial template developed by the vendor. The vendor will complete each of these tasks in this order and will be paid in three separate increments. The Forest Service will provide the vendor with all concepts and information for the overall design of the websites. Specifically, the vendor will model the Regional Website and the Forest-level websites based on three existing Forest Service fisheries websites. These sites are as follows: http://www.r5.fs.fed.us/stanislaus/fishing/lakes/beardsley.htm. This site provides the vendor the type/style of matrix to be used in the Recreational Fishing area for each of the Forest-level websites. The second site is http://www.fs.fed.us/r6/deschutes/desnf/kids/kidswatersite/waterhome.htm. This site and all of its direct (Forest Service) links and associated sites will be used to provide the Aquatic Environmental Education area of the Forest-level and Regional Fisheries Program websites. The third site is: http://www.fs.fed.us/r3/recreation/us/r3_fishing_site/. This site will guide the vendor for development of the Regional Fisheries Program Website. The Forest Service will provide the vendor with all of the other information to be loaded into the websites. The Regional Website will be approximately 20 pages in length. The Forest-level website template will be approximately 30 pages in length therefore all twenty Forest-level websites will be approximately 30 pages in length. However, this total does not include instances where a common website is shared among the 20 individual forests. Twenty forests will provide the vendor all information for their particular forest. Detailed information provided to the vendor by the Forest Service is as follows: 1. All text will be provided on a disk or sent electronically as a MS Word Document. 2. All photographs will be sent as jpeg or tif files. The vendor will not be required to scan photographs. 3. There will be approximately 25 photographs per Forest-level website. The Regional website will have approximately 15 photographs. 50% of all photographs will require a "click to enlarge" feature. 4. Each Forest-level worksite will require recreational fishing information for approximately five lakes and five streams all provided by the Forest Service. 5. All websites will need to be programmed and submitted to search engines for marketing. 6. All websites will require approximately fifteen links to other websites. 7. All websites will contain approximately 10 animation features. These features are currently available from the Forest Service websites listed above, and will need to be "moved" from there, or linked, depending on how the vendor approaches these tasks. There will be no new development of animation features. 8. There will be no database driven forms on any of the websites. There will be no fax/email or on-line email forms. 9. Each website will be programmed on the Forest Service server and all login information will be provided to the vendor as necessary to complete this task. 10. All websites will require "jump" menus to facilitate navigation between other Pacific NW Region fisheries websites. 11. All websites may require further updates and programming. These tasks will be paid on a case-by-case basis at the vendor's hourly rate, as needed. The vendor will take all of the provided information and design and develop the Regional Fisheries Website and the Forest-level Website templates. The vendor will "load" all information provided by the Forest Service into the Regional Website and all 20 of the Forest-level websites. Payments will be made to the vendor in three separate increments as follows: (1) Payment for design and completion of the Regional Fisheries Program Website, (2) Payment for design and completion of Forest-level Fisheries Program Template Website, and (3) Payment for "loading" all information for twenty (20) Forest-level Fisheries Program Websites. Website designs and templates will be completed within 30 calendar days upon receipt of notification of contract award and full completion of websites (with data from the forests and regional office) will be accomplished by September 30, 2001. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) past performance (a) quality of service, (b) customer satisfaction, (c) cost control, (d) business relations, and (e) timeliness of performance; and (2) price. Price is of lesser importance than past performance; however, the importance of price may become greater as the difference between the past performance evaluation decreases. Where past performance is determined to be substantially equal, price may control award. In addition to providing price, the offeror shall provide a list of major contracts completed in the past three years relevant to this request.
