Professional registered forester services for timber marking and timber
sale area preparation for Camp Shelby Training Site, Camp Shelby,
Mississippi; and Camp McCain Training Site, Camp McCain, Mississippi.
1. Scope of work: The contractor will be a registered forester in the
state of Mississippi with proven experience as a consulting forester.
The job consists of marking approximately One thousand five hundred and
fifty (1,550) acres of timber land on nineteen separate Department of
Defense (DoD) Tracts on Camp Shelby Training Site (CSTS) and Five
hundred (500) acres of timber land on eight separate Department of
Defense (DoD) Tracts on Camp McCain Training Site (CMTS). 2.
Specifications and Guidelines: a. Timber marking: On leave tree
harvest, all leave trees will be marked with a circular band two (2)
inches wide at four and one half feet (4 1/2") DBH with white, orange,
or yellow tree marking paint. A ten percent (10%) cruise will be
conducted to determine volume estimates for both cut and leave by
species and product class. All sale area boundaries will be marked with
white tree marking paint. Clearcut area boundaries will be marked with
white tree marking paint and a 10% cruise conducted. Thinned areas
will be marked with white, orange, or yellow tree marking paint. All
trees to be removed will be marked at 4 1/2 feet and on the stump.
Specific methods of marking will be coordinated with the COR in
compliance with the Camp McCain and Camp Shelby Integrated Natural
Resources Management Plan (INRMP) for each DoD tract; b. Measurements:
Tree measurement shall be determined by standard dimensions of
standing trees, such as DBH and merchantable height for the purpose of
establishing the net quantity of wood within the merchantable portion
for the commercial products involved. Quantity shall be expressed in
terms of board feet and standard cords. Board feet (Doyle Scale) shall
be tallied in aggregates of 1,000 (MBF) and small roundwood by the
standard cord measurement four feet (4') by eight feet (8') by four
feet (4') high (128 cubic feet). All timber stands will be marked to a
basal area (BA) specified in the INRMP. Pulpwood will be estimated to
a minimum of six (6) inches DBH with a four (4) inch minimum top
diameter inside bark, while sawtimber shall be estimated to a minimum
of ten (10) inches DBH to a eight (8) inch minimum top diameter for
pine and fourteen (14) inches DBH to a ten (10) inch top diameter for
hardwood. Chip-n-saw will also be tallied; c. The contractor will
designate all log decks and logging roads by marking with white
flagging; d. The contractor will provide sale maps for each stand
denoting sale boundaries, logging roads, and log decks. He will
coordinate all sale maps and cruise data with the Mississippi Military
Department (MMD) Geographic Information System (GIS) Coordinator for
inclusion in the MMD GIS database. Cruise data will be in Office 97
Microsoft Access or compatible format. The MMD will provide the
contractor with 1999 digital orthoquads of the areas; e. Work will be
completed NLT 1 December 2000. The request for quote (RFQ) will be
