The United States Postal Service (USPS) seeks to identify and pre-qualify interested suppliers capable of providing a Commercial-Off-The-Shelf (COTS) Web-based Requisitioning and Electronic Catalog Management solution. 2. The USPS has determined it needs to obtain and implement an integrated business-to-business E-Commerce COTS solution that will a) enable over 100,000 potential USPS users, geographically dispersed throughout the U.S., to efficiently requisition and order, via the Web, goods and services from a large number of electronic catalogues that may contain over 125,000 items per catalog; b) allows for the easy management and ongoing maintenance of multiple electronic catalogues, which vary in size and content, that are used for the preceding capability and c) meets the following minimum functional and technical requirements. 3. To become pre-qualified, interested suppliers must demonstrate, in their submissions, a proven capability and capacity to provide a COTS solution that meets the needdescribed. Any description of a solution that involves the use of a suite of multiple COTS products, must discuss to what degree the suite is integrated and currently being used in a manner relative to the need described. Descriptions of solutions that are not COTS based and/or require significant customization to meet the need described will be determined as unresponsive. Also, interested supplier experience with actually implementing described solutions, related to the need described, will be closely assessed. 4.
