information items are requested. First is small business capability
packages. This office knows of only one small business capable of
fulfilling our requirement. Therefore, we plan to issue the
solicitation as unrestricted. If any small businesses are capable of
filling this requirement it is requested that a capability package be
provided to HQ AFSVA/SVPAL, 10100 Reunion Pl, Ste 502, San Antonio TX
78216-418 no later than 24 Aug 98. The Standard Industrial
Classification code is 2782. Therefore, the maximum number of employees
are 500 to be considered a small business. Second requested item is
market research information. It is requested that ALL interested
businesses forward information that will help us better understand
technology, competitive forces, and market capabilities to meet our
needs to ASC/PKWRM, ATTN: Cindy Marion, 1940 Allbrook Drive, Ste 3,
Wright- Patterson AFB OH 45433-5309 no later than 24 Aug 98. The
question market research information shouldanswer is "What commercial
practices are utilized for this type of procurement?" Examples: Is
there a charge for web access? Are there any applicable surcharges?
This requirement is to provide, to the Air Force Library and
Information System office (AFLIS), centralized cataloging for use by
all of its libraries to obtain customized catalog products such as
catalog card sets and labels and related computer products such as
machine-readable cataloging records. Also needed is retrospective
conversion of records from cards to machine-readable format and access
to database via the web. The AFLIS will order products as required for
delivery to all Air Force libraries worldwide. Period of performance is
one year with two one-year options. Mr. Stephen J. Plaisted has been
appointed as Ombudsman to hear concerns from offerors, or potential
offerors, during the proposal development. The purpose of the Ombudsman
is to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the program director or
the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
