Officer in Nairobi, REDSO/ESA, plans to issue a Request For Application
(RFA). The overall objective of the cooperative agreement is to support
a program involving the regional governments, which will address the
Lake Victoria water hyacinth problem through a consultative, regional
planning approach. The activity should be based in Uganda, but should
emphasize the regional (Kenya, Tanzania, Rwanda, and Uganda) nature of
the water hyacinth problem. Specific results to be obtained in pursuit
of this objective are outlined below: USAID anticipates awarding a
total of $1 million for one technical assistance cooperative agreement
to one U.S. PVO, to support activities in the East Africa region over
a 2 year period. The cooperative agreement should accomplish the
following program outcomes: 1)improved policy environment in the target
countries so that effective water hyacinth control can be implemented
on a regional basis; 2)increased skills of government and
non-government officials to analyze concerns and develop consensus
regarding water hyacinth control; 3)increased skills of government and
non-government officials to plan for, design, implement, and revise as
necessary, long-term control programs; 4)improved control methodologies
developed, taking into account regional and country-specific concerns;
and 5) improved strategies for control, short and long-term, taking
into account regional and country-specific concerns. Although not
required, USAID favors participation of any U.S. minority, women-owned
and disadvantaged firms; and all things being equal, this criteria
will be a determining factor in the award decision. USAID is required
to ask and expects that the winning proposal has a contribution to this
rfa participation. Presently, the "target amount" that USAID expects is
25% of the aggregate amount. The preferred method of distribution of

solicitation on a 3.5" floppy disk (Wordperfect 5.1/5.2 format). This
