The SIC code is 7378. The size standard is 18M (average annual receipts
for preceding 3 fiscal years). The National Institute of Standards and
Technology (NIST), intends to award to Blue Atlas Interactive, 8
Brookes Ave, Suite 203, Gaithersburg, MD 20877. The estimate range cost
for this procurement is approximately $35,000 to $50,000, which
pertains to the design and development of software applications and
databases that will serve as a repository for a NIST Internet-Based
Standard Reference Materials Catalog and Management Application.
Currently, the SRM Program employs multiple operating systems, which
include OS/2, Windows NT, and an IBM AS400 mini. The Government
requires a Key Person with: Five years experience in software
engineering with a BS degree in computer science or computer
engineering; Familiarity with Internet technology and standards,
including Transmission Control Protocol/Internet Protocol (TCP/IP) --
a series of communication standards that provide for the transfer of
data between computers for such applications as e-mail, file transfer,
and World Wide Web access, HTML, and JavaScript; Knowledge of
Web/database application development and middleware packages such as
Cold Fusion; Knowledge of the design, creation and maintenance of
relational database applications such as Microsoft Access and SQL
Server; Familiarity with RAD application development environments such
as Visual Basic, Delphi and Power Builder; Project management
experience. BAI has gained an understanding through a previous purchase
order the complexity and the importance of the multiple platforms and
their impact on the computing requirements and practices within the
NIST SRM Program. BAI also has gained an understanding of the
complexity of the NIST TCP/IP backbone as well as the server structure,
which will be the focus of this project. The proposed contractor, Blue
Atlas Interactive, has previously provided consulting services
(Reference Order #43NANB807740) for the on-site design and
implementation for the SRMP web site. The knowledge of the NIST
information technology infrastructure and management policies acquired
by Blue Atlas will save the US Government both time and fiscal
resources in qualifying different contractors. Consequently, BAI is the
only known company with the combined knowledge, skills, and experience
to provide the services that meet NIST requirements. This purchase
order is not a follow on of the above reference purchase order as it
was unforeseeable at the time that the previous procurement was needed.
BAI has gained an understanding of complex issues that will require BAI
to populate the SRM Catalog database according to the SRM product
specifications. For example, an understanding has been developed with
regards to the requirements of the NIST policy regarding the use of
Metric (SI) Units. The scientific data from the six (6) NIST
laboratories must be expressed in SI units, requiring BAI to design
conversion codes for the database that will provide a repository for
the NIST data as well as the administration, production (hard copy, and
electronic), and maintenance of the SRM Catalog. Because of the NIST
requirement for use of the SI Units and requirements stipulated by SRM,
BAI will provide a data entry accuracy of no less than 90%. In
addition, the SRM Catalog database will be completely Open Database
Compliant (ODBC). BAI will also provide the acquired expertise on the
functional aspects of each page that affects the SRM Catalog, and
provide guidance on other technical aspects of the SRM Catalog Web site
development. Issues that BAI will address shall be: Site navigation &
hierarchy, and specification of required page objects (i.e. buttons,
graphics, hyper-links, etc.) utilized by the current design and layout
of the SRM Home Page, which BAI was instrumental in implementing
through the above mentioned Purchase Order. BAI will also provide a
preliminary prototype test phase, which will give SRMP the opportunity
to evaluate and test the final output. This testphrase will be
interactive between NIST/SRMP and BAI so as to allow input to the
initial design and to the contractor's approach to the project tasks.
BAI will also provide weekly progress reports through the duration of
the project. Request for a solicitation package will be disregarded. No
solicitation package will be issued. The Government will verbally
request a written quotation from Blue Atlas Interactive. The Contractor
must be able to meet all requirements stated herein. The anticipated
award date of the contract is April 3, 1998. In accordance with FAR
