The SIC code is 7378. The size standard is 500. The National Institute of Standards and Technology (NIST), has a requirement to design an Internet-based Standard Reference Materials (SRM) catalog, SRM Database, and Management Application. The Internet-based SRM catalog will utilize standard Internet technology, and commercially available Web browser applications, that will allow NIST to publish, update, search/query, and print the SRMP catalog or its established databases through the Management Application or the World Wide Web. Currently the SRM Catalog is available via the SRM Home Page, but requires the use of the Adobe Acrobat Reader in order to view the PDF file formatted document. This requires the users of the Catalog to have a given knowledge base of APlug-Ins@ above that of a casual user, in order to view the file. The contractor shall design an SRM Database that will be the primary input for generation of HTML catalog text and tables. The SRM database shallbe ODBC compliant, and have the ability to communicate over a TCP/IP network. All deliverables shall be based around a Window 95/NT based operating system. The contractor shall design a complete management application that will allow catalog administrators to add, modify, update and delete entries from the SRM catalog and related tables, that are automatically published to the World Wide Web. Design of the management application output shall be done in conjunction with the existing layout of the current SRMP Web site. User access to the electronic catalog shall be accomplished using popular consumer Web browser applications. The technical information contained in the published World Wide Web catalog and tables must be in accordance with the Metric Conversion Act of 1975 as amended by Section 5164 of the Omnibus Trade and Competitiveness Act of 1988 and as required by related provisions of the Code of Federal Regulations: This Act sets forth that the National Institute of Standards and Technology (NIST) will use the modern metric system of measurement units (International System of Units -- SI) in all publications. When the field of application or the special needs of users of NIST publications require the use of non-SI units, the values of quantities will be first stated in SI units and the corresponding values expressed in non-SI units will follow in parentheses. Detailed specifications will be provided in the solicitation. Qualified contractors shall provide oral presentations, addressing similar applications, prior to award. FOB Point shall be Destination, Gaithersburg, MD. The contractor shall delivery the design the SRM catalog, SRM Database and Management Application within 120 days after contract award. The Government intends to issue a Request for Proposal (RFP). Requests for a copy of the RFP may be mailed to the National Institute of Standards and Technology, Acquisition and Assistance Division, Building 301, Room B117, Gaithersburg, Maryland 20899-0001, faxed to (301) 963-7732 or sent through the email link below. The response date identified above is an estimate. The RFP will be available approximately fifteen days after publication of this announcement and the solicitation response time will be thirty days after issuance. All requests for the solicitation package must be in writing. All responsible sources may submit a proposal which will be considered by the agency.
