SYNOPSIS@PHIL.FISC.NAVY.MIL. FISC Norfolk Detachment Philadelphia
proposes to modify existing contract N00140-93-C-CC49 with EMSA Limited
Partnership in order to allow for an additional seven months of
Emergency Room Physician and Register Nurse services at the Naval
Hospital Groton, CT. These services shall consist of a four (4) month
period of performance commencing 01 October 1997, with three (3), one
(1) month option provisions. If all options are exercised, services
will end 30 April 1998. The Contractor is required to provide services
on a 24 hour per day basis. The projected number of hours to be
provided by the contractor per month are estimated as follows: ER
Medical Director -184 hrs.; ER Nurse Manager -- 184 hrs.; ER Staff
Physicians -- 744 hrs.; ER Registered Nurses -- 1488 hrs.; plus the
additional optional services of an ER Staff Physician -- 61 hrs. per
month. This action is required in order to provide continuity of
services before a follow-on contract can be placed. This firm is
considered the only supplier of these services at this time, as they
are the only firm which can timely support the immediate needs of the
Government without a costly start-up period. This extension
modification to contract 93-C-CC49 is for services which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302-1. Interested persons may identify their
interests and capability to respond to the requirement or submit
proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE
PROPOSALS. However, all proposals received within forty-five days after
the date of publication of this synopsis will be considered by the
Government. A determination by the Government not to open the
requirement to competition based upon responses to this notice is
solely within the discretion of the Government. The government will not
pay for information received. The applicable Standard Industrial Code
