A -- RESEARCH AND DEVELOPMENT IN DESIGNING AND DEVELOPING AIRCRAFT CARRIER (CVX) SOL N00024- POC Mr. Kenneth Jalowiec, Contract Specialist, (703) 602-7519, Mr. James Lofgren, Contracting Officer, (703) 602-7519. The purpose of this Sources Sought Announcement is to notify industry that a new Naval Sea System Command (NAVSEA) shipbuilding program to design and build an aircraft carrier (CVX) to meet naval mission requirements for the 21st Century was recently established and to seek sources within industry to participate in the design development of the ship. On 29 March 1996, the CVX Program was approved and on 28 April 1996, the CVX Program Office, PMS 378, was established. CVX is currently scheduled to join the fleet as an operational unit in FY 2013. The award of a contract to build the ship is anticipated in FY 2006. In the interim, NAVSEA plans to explore and analyze the merits of alternative ship designs, ranging in size from that of the CVN 76 to a ship about the size of an LHA. Both nuclear and non-nuclear propulsion plants will be investigated. Flight deck design and aircraft throughput are also critical aspects of the design that will be investigated. In keeping with DOD Acquisition Reform initiatives, PMS 378 is seeking to involve industry in the CVX design development process as early as possible. To this end, an industry briefing to provide an overview of the CVX program will be given by PMS 378 on 17 July 1996. This briefing will highlight the current program status and general ship characteristics. The location for the industry briefing is at Naval Sea Systems Command, 2531 Jefferson Davis Highway, National Center #3, Rm 3S11, Arlington, VA, 22242-5160. The briefing will begin at 8:30 am. This initial briefing is open to all industry, provided they have notified NAVSEA in advance of their intent to attend the briefing. The POC for attendance notification purposes is Mr. Ken Jalowiec at (703) 602-7519 x214. All notifications of attendance must be received by close of business on 10 July 1996. Attendance is limited to two representatives per company. This initial briefing will be followed by periodic briefings at four to six week intervals depending on the level of program change. Initial Industry Briefing attendees are requested to submit at the initial briefing a company resume of not more than 10 pages stating their qualifications. Among the qualifications to be addressed are previous shipbuilding and/or hardware (e.g., combat systems) experience/contracts, engineering resources and manufacturing resources, R&D resources/capabilities and industrial facilities. These periodic briefings will continue until some time in FY 97, when NAVSEA plans to award several contracts to perform CVX producibility and conceptual studies. (0169)
