- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL PRODUCTS PREPARED IN ACCORDANCE WITH THE FORMAT IN RFO PART 12, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE, AND UTILIZING COMMERCIAL SIMPLIFIED PROCEDURES UNDER RFO 12.2. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number: FA930226Q0138 Notice Type: Request for Quotation (RFQ) NAICS Code: 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals PSC: 6625 Set-Aside: 100% Veteran-Owned Small Business (VOSB) Set-Aside 1. Requirement Description: The Air Force Test Center (AFTC), Edwards Air Force Base, California, has a requirement for a brand-name Keysight FieldFox N9912C handheld RF analyzer and related accessories in support of Bomber Platform flightline and temporary duty (TDY) operations. The Government intends to award a single, Firm-Fixed-Price purchase order. 2. Brand-Name Restriction: This requirement is limited to the Keysight FieldFox N9912C handheld RF analyzer and related accessories identified in the solicitation. No alternative brands or �or equal� items will be considered. The required analyzer must support cable and antenna analysis, vector network analysis, and spectrum analysis in a single handheld unit; support real-time 40 MHz bandwidth up to 10 GHz; meet ruggedized field-use requirements; and maintain compatibility with existing Keysight and aftermarket accessories used to support the mission. The redacted brand-name justification is attached to this notice. 3. Schedule of Supplies (FOB Destination): All unit prices must be inclusive of shipping, packaging, and delivery costs. No separate shipping or freight CLINs will be accepted. Notice of Set-Aside / Source Eligibility: This acquisition is being issued as a 100% Service Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Quotations are being requested from eligible SDVOSB concerns capable of providing the required brand-name Keysight FieldFox N9912C handheld RF analyzer and related accessories identified in the solicitation. 5. Delivery Information: Delivery is required within 13 weeks after receipt of order (ARO). Ship to: Edwards Airforce Base. 6. Submission Instructions: Quotations must be submitted via email to Contract Specialist: Josiah Broadway josiah.broadway@us.af.mil Contracting Officer: Wendell Brown wendell.brown.2@us.af.mil , no later than 22 September 2026 at 12:00 PM PST. Quotes must include: 1. Company CAGE Code and Unique Entity ID (UEI) showing active VOSB status in SAM.gov. 2. Detailed pricing schedule by CLIN, including unit price inclusive of shipping and total evaluated price. 3. Certification that the quoted items are authentic, factory-new Keysight products meeting the solicitation requirements. No refurbished, gray-market, or third-party substitute items are acceptable. 4. Evaluation and Award: Award will be made to the responsible SDVOSB quoter whose quotation is determined technically acceptable, conforms to the brand-name Keysight requirement and solicitation terms, Delivery Schedule and offers the lowest evaluated price.
