52000QR260025389 USCGC NORTHLAND Engineering Control Center Cleaning Intent. CGC Northland must have all control consoles, lighting panels, and switchboards cleaned and inspected due to electrical fire and disbursement of Purple-K or Potassium Bicarbonate Powder (PKP) in the Main Propulsion Control and Monitoring System (MPCMS) console located within Engineering Control Center (3-152-0-E). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This solicitation is issued as a Request for Quote Number 52000QR260025389 USCGC NORTHLAND Engineering Control Center Cleaning This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 541330 - Engineering Services. This is total small business set aside; all responsible small business sources may submit proposals that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. THE UNITED STATED COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT: STATEMENT OF WORK (SOW) CGC Northland (WMEC-904) Engineering Control Center Cleaning 1. BACKGROUND 1.1 Intent. CGC Northland must have all control consoles, lighting panels, and switchboards cleaned and inspected due to electrical fire and disbursement of Purple-K or Potassium Bicarbonate Powder (PKP) in the Main Propulsion Control and Monitoring System (MPCMS) console located within Engineering Control Center (3-152-0-E). 1.2 Government-Furnished Property. None. 2. REFERENCES Coast Guard Drawing 901 WMEC 202-001, Rev J. Engineering Control Center Arrangement Coast Guard Maintenance Card WMEC-270 E-A-13909, Ship Service Switchboard Inspect and Clean Coast Guard Maintenance Card WMEC-270 E-A-1200, 400 Hz Switchboard Inspect and Clean Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2022, General Requirements 3. REQUIREMENTS 3.1 Site Visit. The Contractor must make a site visit prior to any bidding or proposal submission to ensure full understanding of requirements and scope of work. 3.2. Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection) 3.2.1 Tech Rep. None. However, a NAVSEA Rep will be available for guidance when they are onboard the vessel. 3.2.2 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, (Interferences). Known interferences include, but are not limited to the following: . Wire runs . Electrical junction boxes . Electrical/Electronic components . Console doors 3.3 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition excluding MPCMS console. 3.3 Preparation. 3.3.1 Temporary Ventilation. The Contractor must provide adequate temporary ventilation to each compartment that is affected by shipboard console/switchboard cleaning and by securing associated fans, in accordance with the requirements of paragraph 3.3.1.1 (Temporary ventilation) of SFLC Std Spec 0000. 3.4 Cleaning Requirements. The Contractor must clean and inspect the internals of the following equipment listed in Table 1 or as designated by the Coast Guard Inspector using Coast Guard Drawing 901WMEC 202-001 as guidance: Table 1 Equipment MPCMS Console Main SS Switchboard 400 Hz Switchboard 120V Lighting Panel Tank Level Indicating Panel (ACMS) Fire Fighting CTRL Panel Fire and Smoke Detection Panel and associated junction boxes Fire and Fire Handling Alarm Switchboard (2)723 CTRL Module Pre-heater Controller (3-153-1) UPS above console 3.4.1 Particulars. MPCMS Console internals of all five cabinets (front, back, and in the space below the console) will need to be removed for further cleaning and inspection including but not limited to: ? Wire Runs/Ways (Separate Only) ? Contacts ? PLC Components ? Power Supplies ? Terminal Boards (Do not remove) ? Transformers ? Junction Boxes ? Electrical Instruments ? Indicators ? HMIs ? MPCMS Cable Way Access Panels (Located in the Engine Room) 3.4.2 Mechanical Cleaning � General. Employ suitable mechanical means to clean all interior surfaces of consoles/switchboards/panels including all removed equipment from the designated MPCMS console to a condition free from PKP, dirt, grease, lint, impurities and any other foreign matter. Required methods include: ? HEPA Vacuuming for initial removal ? Dry Ice cleaning for non-conductive, non-abrasive internal cleaning. ? Non-conductive solvent wipes for final removal 3.4.3 Inspections. After completion of all cleaning operations, the Contractor must visually inspect, in the presence of the Coast Guard Inspector and Tech Rep, for cleanliness. Be aware that inspection of areas that are difficult to access may be conducted by means of a borescope. Submit a CFR. 3.5 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition (exception to MPCMS). 4.0 ADMINISTRATION. 4.1 CONTRACTOR PERSONNEL 3 4.1.1 Qualified Personnel. 4.1.2 Employee Conduct. Contractor employees shall present a professional appearance, and their conduct shall not reflect discredit upon the U.S. Government, and any involved Departments or Agencies. 4.1.3 Conflict of Interest. The Contractor shall not employ any person who is an employee of the U.S. Government if that employment would, or would appear to cause, a conflict of interest. The Contractor shall take appropriate precautions as delineated in the Federal Acquisition Regulation (FAR) to preclude actual or apparent conflicts of interest. 4.2 PERIOD OF PERFORMANCE. 08JUN-22JUN2026 4.3 PLACE OF PERFORMANCE. It is the contractor�s responsibility to ensure that all personnel are properly credentialed to gain base access. Failure to comply with access requirements may result in delays to performance and will not constitute an excusable delay. Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review. Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep. NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item. As stated below, the provision at FAR 52.212-2- Evaluation-Commercial Items-applies with the following addenda: Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm-fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5. 1. Please provide any warranty information. 2. Vendors MUST be registered in www.sam.gov The USCG/Government intends to award a purchase order resulting from this synopsis/solicitation to the responsible contractor whose quote conforms to the solicitation and is most advantageous and the best value to the Government, price and other factors considered. Please Note: Interested Offerors having the expertise as required are invited to submit a Firm Fixed Price quotation in conjunction with attached statement of work that will be considered by the agency.
