- Description (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 15B10126Q00000022 is issued as a Request for Quotes (RFQ) for the delivery of all materials in accordance with the attached Statement of Work and specifications. This acquisition is set-aside for small business concerns. The NAICS code for this requirement is 424910, with a small business size standard of 200 employees. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Any and all information will be posted to the General Services Administration, SAM.Gov website: www.sam.gov. All future information about this acquisition, including amendments, awards and cancellations will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. Vendors dealing in the similar trade are encouraged to participate in this Solicitation. (ii & iii) See attached Statement of Work for a full description of requirements, including specifications and quantities. Offerors must include a specification sheet and any submittal information about the product(s) offered in their quotation. (iv) Location of Delivery is: 1 Glen Ray Road, Alderson, W.V. 24910. A Government representative will inspect the item(s) at the time of delivery or later to determine the quality and acceptability. Payment shall be released accordingly. Any item found with change in Specifications, Quality, or Brand shall be refused or returned to the vendor at vendor�s expense, without entertaining the payment claim. Questions: All questions must be submitted in writing to arhedrick@bop.gov, no later than June 1, 2026 12:00 PM EST to allow time for response(s). (v & vi) A list of solicitation provisions & contract clauses are on the attached SF 1449 - Solicitation for Commercial Products and Commercial Services. (vii) Quotation Deadline: All interested offerors shall submit bids via email to ARHedrick@bop.gov before June 5, 2026, at 2:00 pm EST. Faxed and hand-delivered bids will not be accepted. (viii) Additional Requirements: The bidded equipment shall comply with all Federal, state, and local regulations, codes, and standards, including the latest editions of the International Building Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations. Manufacturers� recommendations will be required to be implemented. Offerors: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications at the time of submitting their quotation. The contractor (& any subcontractors, if applicable) must be reputable, and if requested, offerors must provide certification and documented proof of experience, demonstrating competency in executing the project. Proof must be provided to the Contracting Officer (CO) or COR upon request. Evaluation Criteria: The Government anticipates awarding a firm-fixed-price (FFP) contract. Bids from all potential offerors will be accepted based upon the government's evaluation of genuine quality, capability, and competitive price. A history of default, termination for cause, or chronic performance issues may be grounds for rejection. Technical acceptability, past performance and price will be evaluated in accordance with the 52.212-2 Evaluation-Commercial Products and Commercial Services. _____________________________________ Amendment #001 posted 5/20/2026 1) Date Offers Due extended from 6/5/2026 to 6/10/2026. 2) This requirement is for the supply + delivery only; no installation will be required by the offeror. No removal/disposal of existing materials is included. 3) FPC Alderson lacks a dedicated loading dock. Delivery must include unloading, or the item(s) must be fully palletized and strategically positioned within the transport vehicle to facilitate immediate offloading. In accordance with institutional security protocols, staff are strictly prohibited from entering transport vehicles to rearrange or down stack freight; All awarded items must be staged for unobstructed, direct extraction via forklift or pallet jack. Failure to ensure that pallets are readily accessible from the vehicle�s exit point will result in the immediate refusal of the shipment at the vendor's expense. 4) Four (4) JPG photos of current, functional, greenhouse attached as proprietary documents.* Photos are titled as description of camera angle. 5) PDF of 'Greenhouse sketch' attached, indicating measurements of existing, functional greenhouse structure. *NOTICE REGARDING SENSITIVE/PROPRIETARY MATERIALS Materials provided by the Government may be marked �PROPRIETARY � NOT FOR PUBLIC RELEASE� and must be handled accordingly. Offerors are prohibited from reproducing, distributing, or using these materials for any purpose other than preparing a response to this solicitation. Certain supporting materials associated with this requirement contain sensitive, non?public, and potentially proprietary information, including facility images and/or internal infrastructure details. In accordance with applicable security policies and FAR provisions, these materials will not be posted publicly on SAM.gov. Interested and eligible offerors may request access to the restricted material(s) through a request generated on the Solicitation documents in SAM.gov.
