- The Department of Veterans Affairs, National Cemetery Administration (NCA), Pacific District Contracting Office is conducting a market survey and is seeking potential sources for contractors to provide Underground Storage Tanks testing at Miramar National Cemetery. See the attached Performance Work Statement (PWS). This notice is neither a request for competitive proposal nor quotes. This notice is to assist the NCA in determining sources only and a solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this Sources Sought Synopsis is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. The North American Classification System (NAICS) code for this acquisition is NAICS: 541620 Environmental Consulting Services. PSC: F109 Environmental Systems Protection Leaking Underground Storage Tank Support. Requirement: Underground Storage Tanks testing in accordance with the Performance Work Statement (PWS) at Miramar National Cemetery, 5795 Nobel Drive, San Diego, CA, 92122. This is a Non-Personal Inspection and Maintenance Service in which the Contractor shall furnish all supplies, materials, personnel, equipment, tools, and supervision necessary to provide complete services in accordance with the California Code of Regulations, Title 23. Waters. Division 3. State Water Resources Control Board and Regional Water Quality Control Boards, Chapter 16. Underground Tank Regulations and ANSI/ALI ALOIM-R2013 Automotive to satisfy the CA Department of Labor (OSH Division). Responses to this notice shall include the following: (a) Company name (b) Address (c) Point of contact (d) Phone and email (e) Unique Entity ID (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran owned small business (i) Must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. (j) Provide estimated pricing if you were to price today. Government seeks industry to review the Performance Work Statement (PWS) and provide updated federal, state standards, regulations for County of San Diego appropriate work certifications for underground storage tank and vehicle lift stations. Provide input on PWS, if the requirements are clear and identify the best CLIN structure for payment of requirements. (Monthly, by Inspection) The contractors must have the NAICS 541620 on their SAM registration in order to be illegible for award. If responses by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the US Small Business Administration https://www.sba.gov/. All interested Offerors should submit information by e-mail to Roberto.escobedo@va.gov. All information submissions shall be received no later than 3:00 PM Pacific Standard Time on June 1, 2026.
