ISBEE Indian Small Business Economic Enterprise (ISBEE) Set-Aside (specific to Department of Interior and Indian Health Services)
 

Description

The Indian Health Service (IHS), the Albuquerque Area Indian Health Service (AAIHS), Office of Environmental Health and Engineering (OEHE) has a requirement for Mechanical, Electrical, and Plumbing (MEP) services for the Albuquerque Area IHS facilities. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation # 75H70726R00003 is issued as a Request for Proposals (RFP), unless otherwise indicated herein. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2025-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 561210 with a small business size standard $47.0M. Set-Aside: Under the Buy Indian Act, 25 U.S.C. 47, through the transfer of authority from the Department of Interior to HHS, offers will be solicited from Indian Small Business Economic Enterprises (see HHSAR Subpart 326.6) that are also small business concerns. If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns. Any acquisition resulting from this cascading set-aside will be as follows: 1st Tier: Indian Small Business Economic Enterprises (ISBEE) 2nd Tier: All other Small Business concerns MULTIPLE AWARDS WILL RESULT FROM THIS SOLICITATION. Destination shall be for the following Albuquerque Area Indian Health Service facilities: Albuquerque Service Unit, 801 Vassar Dr NE, Albuquerque, NM 87106 Jicarilla Service Unit, 500 Mundo Road, Dulce, NM 87528 Mescalero Service Unit, 318 Abalone Loop, Mescalero, NM 88340 New Sunrise Regional Treatment Center, 20 Mockingbird Dr, San Fidel, NM 87049 Santa Fe Service Unit, 1700 Cerrillos Rd, Santa Fe, NM 87505 Taos/Picuris Service Unit, 1090 Goat Springs Road, Taos, NM 87571 Zuni Service Unit, Route 301 North 21 B. Avenue, Zuni, NM 87327 This solicitation will result in Multiple BPAs with a Base + 4-Option Periods from the date of award based on Satisfactory Performance ratings. Other Details SAM Requirement - This solicitation requires registration with the sam.gov prior to award, pursuant to applicable regulations and guidelines. Registration can be found at https://www.sam.gov. Vendor must have an active UEI number. Invoicing � Invoices submitted under an award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payments Requests (FEB 2022). Payment � All payments by the Government under an award shall be made by electronic funds transfer (EFT), per FAR 52.232.33 (OCT 2018). Proposal Submission All responsible offerors that respond to this solicitation must submit their proposals by May 11, 2026, by 3:00 PM MST (5:00 PM EST). The proposal shall be sent preferably by Email to: Stephanie.Begay3@ihs.gov. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Questions Submission: Interested Offerors must submit questions concerning this solicitation by Thursday, April 9, 2026 to Stephanie.Begay3@ihs.gov. Questions not received within a reasonable time prior to close of the solicitation will not be considered.
