Description
This amendment answers the following vendor questions: On Drawing MH-101, General Notes #1 states that all supply and return ductwork is to be welded stainless steel. Please confirm that this includes the office areas, and applies to all supply and return duct on this drawing. Do the joints need to be welded as well? If so, what will the joint connection be at the VAV/CAV boxes and the air outlets (other than the airframe outlets)? Do the hangers for this ductwork also need to be stainless steel? Response: All ductwork (supply and return) from AHU-17-3A that serve the CATH & VIR Labs, shall be stainless-steel with welded joints. The CAV boxes have a slip & drive cleat connection that shall be welded to complete installation. Hangers and supports for the ductwork shall be galvanized steel strap or rods per SMACNA standards. All ductwork (supply and return) from AHU-18-3A that serve the adjacent offices & support spaces, shall be galvanized steel with gasketed flanged joints. Although there is a spec, can't seem to find where the window shades are called out.� � Will they be on all exterior windows in the area (eg, rooms B228, B229, B230, B202J, B202G, B202F, A236C and A236B)?� � If so, there are no elevations of those windows, so can't really find window sizes. Response: Window shades are required at the following rooms. (Approximate sizes have been provide): B228- 8 -0 Wx 6 -6 H B229- 8 -0 Wx 6 -6 H and 4 -0 Wx 6 -6 H B230- (2) 4 -0 Wx 6 -6 H B202J- 8 -0 Wx 6 -6 H and 4 -0 Wx 6 -6 H B202G- 4 -0 Wx 6 -6 H A236B- 8 -0 Wx 6 -6 H Final dimensions to be field verified. Will splice plates and tension bolts be allowed for the structural steel beams? These beams are too large to get into an elevator and too heavy to boom thru a window and install. Drawing ref. 1-S-100 and 1-S-101 Please advise. Item 3.� Beams less than 9 feet in length shall not be fabricated with a splice. At Contractor s Option, Beams longer than 9 feet may be erected with a field splice. The field splice shall be fabricated with prequalified complete joint penetration (CJP) welds as shown in the attached sketch.� Beams can be brought into the building using the elevator or picked through a window. The Elevator size shall be field verified but is approximately 8/2-inches wide by 95-inches long. � If picking through a window, a pick plan is required to be submitted to the VA in advance for review. Areas below the pick are required by the VA to be evacuated/empty during the lift including interior areas of the building. As part of the Special Inspection Schedule, the welds shall be inspected by an AWS Certified weld inspector to inspect the CJP welds. Weld Inspector shall perform a Visual Inspection and Ultrasonic Test of 100 percent of the CJP Welds. See attached file 0338 VA RFI-0002 03-19-26f Please see below our RFIs for this project. As background on the first item, the BIM / coordination / as-built question relates to a spec-interpretation issue we have run into on a separate project and would like to clarify pre-bid here. Coordination / BIM / File Format Clarification The contract documents reference contractor coordination drawings, record documents, and VA CAD/BIM standards. Please clarify: Will any native CAD, BIM/Revit, point cloud, LiDAR, scan, or similar design/reference files be made available to the awarded contractor? If yes, please specify the file type/software version. Response: Autodesk 2025 DWG drawing package. Are contractor coordination drawings required in AutoCAD only, or is BIM/Revit required? Response: Refer to Section 01 33 23 Shop Drawings, Product Data, and Samples for requirements related to contractor coordination drawings and record drawings/as-builts. Are contractor record drawings / as-builts required in AutoCAD only, or is BIM/Revit required? Response: Refer to Section 01 33 23 Shop Drawings, Product Data, and Samples for requirements related to contractor coordination drawings and record drawings/as-builts. Third Floor CHW Modifications / Phasing and Final Configuration Sheets GI-004, MD-102, and MH-202 show phased third-floor chilled water modifications, including new 3"" CHWS/R continuation, reconnection to an existing 3"" branch, relocation of existing in-line pumps, and a bypass arrangement. The operating configuration is not clear to us. Please clarify: Which existing areas/systems are required to remain in-service during this work? Response: It is the responsibility of the contractor to develop the schedule and phasing of the contracted work. The major areas/systems that are permitted to be taken out-of-service are indicated on the GI sheets. What shutdowns, outage limitations, and cutover sequence are required? Response: It is the responsibility of the contractor to develop the schedule for shutdowns, outages, and cutover sequences of the contracted work. Contractor shall coordinate with the VA for scheduling of shutdowns, outages, and cutover sequencing. Are the relocated pumps intended to remain in the final condition, or be removed if TAB shows they are not required? Response: The relocated pumps are to remain in the final condition. Once the TAB is conducted, and the pumps are not required to maintain flow rates required for the A wing equipment, coordinate with the VA to utilize the by-pass loop and disconnect the electric and controls to the pumps. Is the bypass line temporary only, or part of the permanent installation? Response: The by-pass loop is part of the permanent installation and only to be utilized if the TAB report proves that the pumps are not required to maintain flow rates for the A wing equipment. Contract Duration / Phasing Duration Clarification Sheet GI-002, Construction Phasing Plan, identifies 86 Work Weeks Total and Project Duration: 287 Days, which do not match each other and differ from the solicitation duration of 790 days. Please clarify: What is the governing contract duration for this project? Response: The governing contract duration shall be 790 calendar days, as identified in the solicitation. The durations noted on Sheet GI-002 (i.e., 86 Work Weeks Total and Project Duration: 287 Days ) are for planning/phasing reference only and do not define the contractual project duration. Are the phase durations shown on GI-002 mandatory contract requirements, or for reference only? Response: Phase durations in the lobby are mandatory contract requirements. Phase durations for the 2nd and 3rd floor are reference. Are there any special insurance requirements? Specifications call for $1 Million Professional Insurance. Is this required? a) I need requirements for the following: GL limits Auto limit WC limit Umbrella limit Additional Insured & Waiver of Subrogation information and any other insurance being required. Response: Yes, the third-party medical vacuum certification company has a current ACORD insurance certificate of at least $1M in professional liability insurance coverage as per 226200 Medical Vacuum Systems VA Master Specification from the TIL, section 3.3 Verifier Testing A. 1.. All other insurance requirements are stated in FAR clause 52.228-5 and section 4.8 of the solicitation Supplemental Insurance Requirements. 4.8 SUPPLEMENTAL INSURANCE REQUIREMENTS In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract: (a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (b) General Liability: $500,000.00 per occurrences. (c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage. (d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage. Per MD-102, MH-202, ED101, ES101 shows existing Pumps to be relocated with note on MH-202 to keep existing Controls and extend control wire to new location.� Question: Do you know the location of the existing controller for the two pumps that are being relocated? Response: The pump controller is located in A312 and shall be existing to remain. Question: How many wires/points for these Pumps.� Start/Stop/Status/Speed? Response: The pump points are as follows: Inputs: P1 CHW pump status P2 HW pump status Outputs: P1 CHW pump s/s P2 HW pump s/s Question: Are these Pumps currently Controlled by Trane Controls or Automated Logic? Response: The pumps are controlled by Trane controls system. Note: There are still RFIs outstanding, any changes to the solicitation close date will be issued once all outstanding RFIs have been answered. No further RFIs or requests for site visits shall be accepted. All other terms and conditions remain the same.
