- THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT QUALIFICATION DOCUMENTS OR PROPOSALS. SHOULD THIS REQUIREMENT MOVE FORWARD, A SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE PROVIDING INSTRUCTIONS FOR OFFERORS TO RESPOND TO THIS OPPORTUNITY. Please only respond to this sources sought notice if you are seriously interested and if your company is capable of performing the corresponding work required. The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Lompoc anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Replace Underground Water Reservoir & De-Sludge and Re-Line Wastewater Pond #3 at FCC Lompoc located at 3901 Klein Ave., Lompoc, CA 93436. The Federal Bureau of Prisons (FBOP), FCC Lompoc, located at 3901 Klein Ave. Lompoc, CA, 93436, seeks to award a single contract to a qualified and licensed contractor to provide all labor, materials, and engineering services to include the submittal of a comprehensive 100% Design Package for FBOP approval, encompassing technical material specifications for the following; WATER TANK: Complete demolition and removal of the existing concrete water storage tank and the subsequent design and construction of a new above-ground storage tank at its newly designated location. The facility shall be specifically engineered to support a maximum operational capacity 660,000 gallons, including a foundation designed for the site-specific soil conditions of the new location. POND #3: De-sludging of Wastewater Pond #3 (estimated at 910 dry tons) and implement a coordinated plan for legal dewatering and disposal. Following sludge removal, the Contractor shall install a new HDPE geomembrane liner system, providing a complete 100% design package that includes detailed seam layouts and anchoring specifications. Please note that the attached Statement of Work is subject to change. The attachments included with the solicitation will provide complete requirements for this project. The solicitation will be posted at a later date. Access to attachments will require an active vendor registration at SAM.gov as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration. You will need to request access, to the controlled document(s), and receive approval prior to being able to view the files. The North American Industrial Classification System (NAICS) code applicable to this requirement is 237110 (Water and Sewer Line and Related Structures Construction) with a corresponding small business size standard of $45.0 million average annual receipts for the firms preceding three fiscal years. The estimated magnitude of this project lies between $1,000,000 and $5,000,000. Interested bidders must be registered in the System for Award Management (SAM) at https://sam.gov. The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above to qualify as a small business. Interested small business contractors are requested to respond to this notice by adding their names to the Interested Vendors List for this posting on the SAM website at https://sam.gov. You must be logged in to your vendor account in order to access the Interested Vendors List. Please add your business name only if you are interested in submitting a bid as a Prime contractor and are capable and eligible to compete for and perform this project. This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of contract with subcontractors. Interested parties are also requested to complete the attached Market Research Questionnaire and return the completed document to jkercheval1@bop.gov. The synopsis of proposed contract action will include further instructions for responding to this opportunity.
