- PLEASE SEE CHANGE BELOW IN BOLD CHANGE: ALL QUESTIONS RELATED TO THIS SOLICITATION MUST BE RECEIVED BY MARCH 18, 2026. QUESTIONS RECEIVED AFTER THIS DEADLINE WILL NOT BE ANSWERED. 1. The excel workbook shows the location but quantity is just marked �1�. Can you please clarify the quantity at each location? �1� is referring to the amount of pickups a week 2. Will the cardboard or plastic be baled? The PDF states a contractor may need to provide a bailer. Can you please elaborate on this? Cardboard and plastic will be baled separately. The Commissary already has balers. 3. Will the sites have a forklift to use if cardboard or plastic is baled? Each site has a forklift to use for bales. 4. I will need clarification on how each site needs to be serviced and type of hauling needed. Unsure of what is being asked of. 5. Do you have an estimated annual weight of cardboard and plastic? We do not have this information at this time. 6. Do you know if the plastic will be mixed? For example, will a bale or bin be mixed with HDPE, PET, PVC and other plastics? Most of the plastic that we used is shrink wrap so it would be HDPE or LDPE. 7. Any pictures would greatly help. We do not have pictures if you are requesting pictures of plastic bales. 8. Do the commissaries already have containers on site that our vendors will service or will our vendor need to provide the containers. If we need to provide the containers, how many containers at each site and what size? The container for bale pickup that is normally provided is a spotted trailer or a flatbed trailer. 9. Will all of the recycled materials be baled? Will it be baled separately between Cardboard and Plastic? Does DECA have the amount and average size of the bales? All items will be baled separately meaning cardboard with cardboard (possibly some office paper mixed in) and plastic with plastic. 10. What is the unit of measure based on? Is it the number of bales or is it the hauling of the roll-off container. We are assuming this is the hauling cost, but we need to confirm this. If it isn�t, how should we interpret the unit of measure. DeCA average estimate size for bales is 950 lbs to 1100 lbs. The unit of measurement is based on pounds and is based on the number of bales. However, if the bales are in a container when picked up it is based on the weight taken from the staged container. 11. Do we need to provide the balers or does the commissaries own their balers? *Are we to leave the containers at the commissaries to fill up? Will it be one for cardboard and one for plastics or will the container be a mixed load of recyclables? The contractor is responsible for providing the trailers. The commissary already has their own balers. When speaking of containers, we are simply speaking of the spotted trailers if this is what the company will be using to haul the bales away. 52.217-9 Option to Extend the Term of the Contract. (Mar 2000) OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 DAYS; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 MONTHS. 12. Questions: Is the Contractor given the same option as the Government to renew or terminate the contract at end of Contract Term and/or at the end of any option? NO 3.3 Equipment & Containers - Contractor shall provide roll-off containers or balers as needed to handle volume. - Containers shall be weather-resistant and maintained in good repair. - All containers must have lids or covers to prevent contamination and water intrusion. 13. Questions: Historically, bid sites being serviced do not have any roll-off containers or balers. Is this contract now requiring roll-offs or balers? Roll-Off containers are not required. The commissary already has their own balers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. Recycling of cardboard and plastic at the Hawaii Commissary stores. Recycling of cardboard and plastic includes the collection, transportation, and recycling of OCC and other designated recyclable waste generated at the Kaneohe Bay Commissary, Hickam AFB Commissary, Pearl Harbor Commissary, and Schofield Barracks Commissary.
