Description
The United States Property and Fiscal Office for Pennsylvania intends to solicit and award a contract with only one source in accordance with RFO FAR 12.102(a) to Williams Scotsman Inc., DBA Willscot. This is a firm-fixed-price purchase order for the rental of four (4) each, 40 Foot Refrigerated Containers with 3 Phase Power- Hi Cube and include a Remote Monitoring System. The anticipated period of performance is from April 13, 2026 to August 3, 2026. This contract action will be awarded following the issuance of written solicitation with an anticipated award date of March 27, 2026. The Government intends to award a four (4) month contract with the option to extend up to six (6) months IAW FAR 52.217-8 Option to Extend Services. This acquisition requires four (4) each, 40 Foot Refrigerated Containers with 3 Phase Power- Hi Cube and include a Remote Monitoring System. The reefer trailers must comply with all applicable federal, state, and local regulations. Standard industry terms and 24/7 emergency repair services shall apply to this requirement. The reason for this noncompetitive contract action is that Willscot currently has refrigeration containers on site at this location on Fort Indiantown Gap that are filled with perishable products. The existing units are already hooked to the power grid and being serviced by the vendor. This action ensures standardized equipment on site, uniform maintenance, and that all units are viewable through the same real time monitoring system. These refrigerated containers are being utilized for the storage of subsistence and picking food orders for units training throughout the Commonwealth of Pennsylvania. Therefore, making an award on a sole basis is in the best interest of the Government. Please note, this notice of contract action (NOCA) is not a request for competitive proposals and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP); however, any capability statements, proposals, or quotations received within seven (7) days after the date of publication of this synopsis shall be considered by the Government. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
