- This announcement constitutes the only solicitation. The Offer is being requested and a separate written solicitation will not be issued. This acquisition specifically will procure a software upgrade of the existing National Teleradiology Program (NTP) Picture Archive and Communication System, upgrading IntelePACS version 4.9 to version 5.7 or the most current version available at the time of implementation. The effort includes migration of all NTP specific applications, along with the provision of ongoing system maintenance and technical support for the upgraded platform. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The intended sole source award will be a firm-fixed price contract with Intelerad Medical Systems, Inc. (Intelerad), 800 De Maisonneuve Blvd East, 14th Floor, Montreal, Quebec. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, in accordance with FAR Part 5, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
