- Action Code: Sources Sought Classification Code: U005, Education/Training- Tuition/Registration/Membership Fees Solicitation: 693JJ925RQ000152 Agency/Office: National Highway Traffic Safety Administration (NHTSA) Location: National Highway Traffic Safety Administration HQ NAICS Code: 813212, Voluntary Health Organizations Point of Contract: Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: Annual Memberships Dues for CChiIPS Description(s): The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the Children�s Hospital of Philadelphia (CHOP), located in Philadelphia, Pennsylvania for a non-voting membership to the Center for Child Injury Prevention Studies (CChIPS); which provides NHTSA access to all of the research reports on a variety of topics related to child and adolescent safety from the academic and industrial community. This will be a follow-on, non-competitive, sole source contract used for devising strategies to save lives and reduce injuries from motor vehicle crashes. The Center for Child Injury Prevention Studies (CChIPS or the Center) is an Industry/University Cooperative Research Center (I/UCRC) established by the Children�s Hospital of Philadelphia (CHOP) to advance the safety of children, youth, and young adult motor vehicle occupants by facilitating scientific inquiry into childhood and young adult injuries and translating these findings into practical ways of preventing future injuries in crashes. The Center conducts research, performs technology development and evaluation, provides the academic and industrial community with enhanced education in areas of science related to childhood injuries, and facilitates information exchange and technology transfer. Topics will vary as the field develops and as suggested by the Center�s Industrial Advisory Board (IAB), which will be composed of a representative of each Member of the Center, voting and nonvoting. CHOP will fund research through membership fees paid by Center members under individual agreements with CHOP. Background: Motor vehicle crashes are the leading cause of death for children in the United States. Children under the age of 18 suffer more than 400,000 crash-related injuries each year. Prevention of these injuries and fatalities that occur in motor vehicle crashes is one of the National Highway Traffic Safety Administration�s (NHTSA) primary missions. Child occupant protection in motor vehicle crashes has seen significant advances, and, as a result, fatality and injury rates are at all-time lows. Despite these improvements, child injuries and fatalities occurring as a result of motor vehicle crashes continue to create societal burden and economic cost. NHTSA is working to further reduce this burden by developing enhanced tools to study child occupant response in crashes, as well as by looking at teen driver-related performance issues. NHTSA�s membership in CChIPS provides access to multiple relevant research projects and facilitates the contribution of NHTSA�s expertise to the research process. Research output contributes to knowledge of dummy response requirements and injury criteria, child restraint usage and performance, young driver behavioral issues, and child-specific injury causation in crashes. Since its inception, CChIPS has generated research results dealing with child restraint and booster seat performance, computational modeling, naturalistic behavior, vehicle design factors, distracted driving in teens, and numerous child-specific biomechanics issues. NHTSA�s membership will support a reduction in serious injuries and fatalities in motor vehicle crashes as well as the promotion of safer teen driving behaviors. Objective: The objective of this procurement is to promote the improvement of traffic safety for the public in a cost-effective manner through NHTSA�s support of the Center�s research, evaluation, and educational efforts, particularly as they relate to child injury mechanisms and child safety countermeasures in vehicle crashes. By participating in the Center, NHTSA also seeks to expand the base of scientific knowledge for child passenger safety and to provide for the coordinated exchange of scientific information collected because of the Center�s work. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period of twelve (12) months after award of the resultant contract. A Firm Fixed-Priced (FFP) contract is anticipated. This notice of intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS nor is a Request-for-Proposal solicitation document currently available. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one�s ability to provide the requested information will not be considered. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from the Children�s Hospital of Philadelphia (CHOP) on a noncompetitive basis for the work described herein. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice or closing date for responses.
