DIAGNOSTIC RADIOLOGIC TECHNOLOGISTS REGIONAL PROCUREMENT OFFICE EAST - NETWORK CONTRACTING OFFICE 2 NORTHPORT VAMC THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only. This notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.201 in order to conduct market research. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a guarantee to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future RFP, if issued. This announcement is based on the best information available at this time and is subject to future amendment. No questions will be answered in response to this notice. The anticipated North American Industry Classification System (NAICS) Code is 621512 Diagnostic Imaging Centers Small Business Size Standard, $19.0 Million. OVERVIEW: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, and VA New York Healthcare System anticipate a requirement for contract with professional who has the qualifications, experience and expertise in providing quality Diagnostic Radiologic services to members serviced by the Department of Veterans Affairs at a VA Medical Center. The purpose of this Sources Sought Notice is to obtain interest from contractors who would be capable of providing services at the Northport VAMC, 79 Middleville Rd, Northport, NY 11768. The Contractor shall provide Certified Diagnostic Radiologic Technologists. Contract staff shall perform services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA). Positions include the following modalities: General Radiography (X-ray, fluoroscopy) and Computer Tomography (CT) Technologist Magentic Resonance Technologist (MR) Key Personnel: VA Full time Equivalency (FTE): FTE is defined by VA as a minimum of 80 hours every two weeks and does not include holidays. The minimum number of Certified Radiologic Technologist and/or Technicians are required to be on-site on a daily basis for a full tour of duty as defined in the paragraph on Hours of Operation in this section. Computed Tomography (CT), MRI and Xray Tech: 3.0 FTE is required to be onsite 5 days per week as defined in the Hours of Operation in this section The following Certified Technologists may be required to be on site dependent on Service requirements, not to exceed 3.0 FTEE limit of position. The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the contractor s personnel due to sick leave, personal leave, vacations and additional coverage as required. In the event a scheduled technician is unable to complete an assigned shift, the contractor shall provide replacement technician coverage within 2 hours and notify the Contracting Office Representative (COR) at the Northport Veterans Medical Center immediately of the schedule change. Personnel Substitutions: During the first 90 calendar days of performance, the contractor shall make NO substitutions of key personnel unless the substitution is necessitated by illness, death or termination of employment. The contractor shall notify the CO, in writing, within 15 calendar day(s) after the occurrence of any of these events and provide the information required below. After 90 days, the contractor shall submit the information required below to the CO at least 15 calendar days prior to making any permanent substitutions. The contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the CO. Proposed substitutes shall have comparable qualifications to those of the persons being replaced. The CO will notify the contractor within 15 calendar days after receipt of all required information of the decision on the proposed substitutes. The contract will be modified to reflect any approved changes of key personnel. For temporary substitutions where the key person shall not be reporting to work for three consecutive workdays or more, the contractor shall provide a qualified replacement for the key person. The substitute shall have comparable qualifications to the key person. Any period exceeding two weeks will require the procedure as stated above. The Government reserves the right to refuse acceptance of any contractor personnel at any time after performance begins, if personal or professional conduct jeopardizes patient care or interferes with the regular and ordinary operation of the facility. Breaches of conduct include intoxication or debilitation resulting from drug use, theft, patient abuse, dereliction or negligence in performing directed tasks, or other conduct resulting in formal complaints by patient or other staff members to designated Government representatives. Standards for conduct shall mirror those prescribed by current federal personnel regulations. Should the VA COS or designee show documented clinical problems or continual unprofessional behavior/actions with any of the contractor s staff, s/he may request, without cause, immediate replacement of said contractor s staff person. The CO and COR shall deal with issues raised concerning contractor s conduct. The final arbiter on questions of acceptability is the CO. Contingency Plan: Because continuity of care is an essential part of VAMC s medical services, the contractor shall have a contingency plan in place to be utilized if the contractor s Radiologic Technologist and/or Technician leaves contractor s employment or is unable to continue performance in accordance with the terms and conditions of the resulting contract. CONTRACTOR RESPONSIBILITIES Clinical Personnel Required: The contractor shall provide Radiologic Technologist(s) and/or Technician(s) who are competent, qualified per this performance work statement and adequately trained to perform assigned duties. Computed Tomography (CT) Technologist Contractor s Radiologic Technologist and/or Technician shall be responsible for signing in and out when in attendance. Outlook emails for signing in and out will be used in addition to timesheets. Contracted technologist is responsible for signing in/out within 10 minutes from the arrival or departure time. Timesheets and Outlook messages will be used by the COR to confirm hours/day and services provided against the contractor s invoices. In addition, contracted staff will include list of cases performed for the day. Contractor is responsible for providing coverage when their contract staff are on leave (including emergency, illness or vacation). Contractor must inform the COR of the schedule change. Contracted technologists leave should not impact VA operations as vendors should be readily available to provide back coverage. Contracted staff are responsible for reviewing all pending cases on the daily basis and entering CPRS notes for pending cases not completed on the same date of request, stating reason for delay. Note will include addition of requesting provider for acknowledgement. The Key Personnel and Contractor s Responsibly info is not all inclusive. SPECIAL CONTRACT REQUIREMENTS Reports/Deliverables: The contractor shall be responsible for complying with all reporting requirements established by the Contract. Contractor shall be responsible for assuring the accuracy and completeness of all reports and other documents as well as the timely submission of each. Contractor shall comply with contract requirements regarding the appropriate reporting formats, instructions, submission timetables, and technical assistance as required. The following are brief descriptions of required documents that must be submitted by contractor: upon award; weekly; monthly; quarterly; annually, etc. identified throughout the PWS and is provided here as a guide for contractor convenience. If an item is within the PWS and not listed here, the contractor remains responsible for the delivery of the item. The Key Personnel, Contractor s Responsibly and Special Contract Requirements listed above is not all inclusive.
