- This Special Notice is to advise interested members of the U.S. technology base that a Request for Information (RFI) has been issued by Army Contracting Command Orlando (ACC-ORL) in support of a Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) requirement. This Request for Information (RFI) is not a solicitation for proposals, solutions, white papers, quotations, or obligation on the part of the Government to acquire any products or services but for planning purposes only. The purpose of this RFI is to obtain information, engage in market research, ascertain technical viability, and explore industry capabilities to inform the future requirements and acquisition strategies for the Soldier Monitoring System (SMS) effort, which is described below. Your response to this RFI will be treated as information only. All costs incurred responding to this RFI will be solely at the Respondent�s expense. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of industry submission to this announcement or the Government�s use of any information submitted by the Respondents. The information provided by industry will support the Government in requirement prioritization, acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. Proprietary information, if any, shall be minimized and MUST BE CLEARLY MARKED. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. RESPONDENTS MUST NOT INCLUDE CLASSIFIED INFORMATION IN THEIR RESPONSE TO THIS RFI. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts. Interested parties may submit your RFI response to brian.m.williams14.civ@army.mil Subject: Request for Information on Soldier Monitoring System (SMS) for Military Training Environments 1. INTRODUCTION The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is seeking information from qualified organizations and experts to inform the acquisition of a Soldier Monitoring System (SMS). This system will provide persistent monitoring capabilities for Soldiers during training operations, particularly land navigation and other field exercises. The SMS will enhance safety through real-time automated tracking, emergency alert features, and comprehensive monitoring capabilities, supporting both institutional and operational training requirements. 2. INSTRUCTIONS FOR RESPONDING � Response Format: Respond in either MSWord or PDF format � Submission Method: Respond via email to: brian.m.williams14.civ@army.mil � Contact Person: Brian Williams � Deadline for Submission: 8/05/2025 � Page Limits: No more than 5 standard, 8.5 x 11 pages � Confidentiality: Clearly state in the responses if the information is proprietary to your company. No responses will be accepted that require a Non-Disclosure Agreement (NDA). 3. TECHNICAL AND PERFORMANCE REQUIREMENTS Proposed SMS devices/systems must be able to meet the following specifications to be considered for use: 3.1. Energy - Devices must be capable of operating using battery, platform, and/or commercial power - Devices must have a backup power source capable of operating for a minimum of 2-3 hours without interruption during training events 3.2. After Action Review (AAR) - Devices must be capable of supporting recording and playback of a minimum of the last three training events - Devices must be able to store all messages sent and received by time duration or exercise event frequency 3.3. Battery Power - Devices must have tamper-proof batteries capable of a minimum of 48 hours of operation - Must transmit a low-battery indicator message to Tactical Operations Center and be identifiable on the monitoring system device display 3.4. Alert Generation - Must be able to generate alerts to the Common Operating Picture (COP) when a student is injured and activates a panic button (Emergency Alert), when a student fails to move for a programmable period (No Motion Alert), and when a student leaves a predetermined area (Boundary Alert) 3.5. Tracking Accuracy - Must portray a ten-digit Universal Transverse Mercator grid location with a minimum accuracy of +/- 15 meters of all candidates individually 3.6. Transportability/Movement to Site - SMS Infrastructure (devices, systems) must be deployable to exercise sites using organic unit assets at a minimum within one hour 3.7. Immersion - Devices must function without degradation after immersion in water at a depth of one meter for a minimum of 60 minutes 3.8. Durability - Devices must be ruggedized to survive transport and function properly during training events across a wide spectrum of environments 3.9. Operating Temperatures - Devices must operate with the minimum range of temperatures specified (-50 degrees to 140 degrees Fahrenheit) 3.10. Message Transmission and Reception - Devices must have signal connectivity/range to support a 12km x 12km training area 4. QUESTIONS AND CLARIFICATIONS / REQUESTED INFORMATION The Government seeks to understand purchase options for wearable sensor devices and systems in a fully integrated SMS. Please address the following questions: a) Please provide a general description of your company�s potential technological solution for this RFI, to include size and weight and attachment configurations. b) Explain how your solution will achieve the required tracking accuracy and coverage area specifications. c) What are the power requirements for wireless sensor device(s) in the SMS? d) In what environmental conditions can the wireless sensor device(s) of the SMS reliably function? e) Explain how your solution would integrate the various SMS components into a cohesive system. f) What are the steps for deployment, configuration, and setup for training exercises in your proposed solution? g) Describe the data collection, storage, and management capabilities for the proposed SMS. h) Describe how your proposed SMS would support AAR capabilities, including data visualization, playback, analysis, and export/report capabilities. i) Provide details on the reporting and alerting mechanisms offered by the SMS, to include emergency reporting from the field. j) What is the unit cost for the proposed SMS? Cost of QTY 50? k) Provide potential contract vehicles available to assess, leverage, procure the SMS and associated support as well as any available pricing and licensing information. l) Provide any innovative capabilities beyond the above need that achieve enhanced tracking of soldiers during navigation exercise. m) Describe the external interface to enable inoperability with Army Systems such as NettWarrior Tactical Assault Kit. n) Provide active Government use cases and contract vehicles to procure capability. 5. NEXT STEPS Following the review of RFI responses, we may invite selected vendors to participate in more detail technical discussions, industry collaboration and demo sessions on the topic. 6. SUMMARY This RFI seeks information from industry partners capable of developing, producing, and supporting a Soldier Monitoring System that meets PEO STRI's requirements for enhancing safety during military training operations. The ideal solution will provide persistent monitoring, real-time tracking, alert generation capabilities, and comprehensive after-action review functionality while meeting all technical specifications outlined in this document. Responses to this RFI will be used to inform acquisition planning and market research efforts for the SMS program. The Government does not intend to award a contract based solely on responses to this RFI but will use the information gathered to refine requirements and acquisition strategy.
