Description
This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to: SCRIPTPRO USA, INC. 5828 Reeds Road Mission, KS 66202 UEI: RTB3DEMJ91U4 CAGE: 1FYZ2 This will be a base award with four potential option years. The requirement for Southeast Louisiana Veterans Health Care System (SLVHCS), New Orleans, LA, is to procure: Pharmacy management and workflow management system with robotic prescription dispensing equipment. See list of salient characteristic requirements below. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 7/13/2025 to luke.miles@va.gov. When responding to this announcement, respondents should refer to number 36C25625Q1142. Notice of Intent in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required products. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after 7/13/2025, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with SCRIPTPRO. Responses do not preclude the government from making a sole-source award based on adequate justification from the requiring activity. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a full solicitation. Any vendors interested in this requirement should be prepared to demonstrate that their products/services meet the following salient characteristics: Workflow System Must interface with inventory system Must interface with queueing system Must support remote verification Workflow system will not print the prescription label until after the operator scans the correct drug Workflow system must automatically group prescriptions by patient during filling, verifying and dispensing Must print a batch label that provides the # of prescriptions in the batch and where the batch should be stored waiting for pickup. Displays images of the drug during filling and verifying Workflow system must apply a line drawing and description of the drug on the label Workflow system must apply drug auxiliary warnings to the prescription label Must alert staff on screen if a patient s prescription is accidently mixed with another patient s order Must alert staff when multiple bags exist for a patient so patient gets all of her prescriptions Must provide queues to tracks partial fill and out of stock prescriptions and print the second partial fill label on demand. Tracks patient bags that have not been picked up Dispenses a patient s order by batch or single prescription Must allow printing of workflow queues Must provide security by user, role or task Must offer patient authentication at dispense Must have bidirectional integration with pharmacy automation and provide color-coded queues showing if the script is to be filled manually or by the robot. Must use a workstation with a touchscreen monitor Must provide workstation with ability to use dual monitors and articulating arms for mounting. Must have the ability to print medication guides at fill, verify, dispense or on demand Prescription Dispensing Control Workstation The workstation must display on-screen prescription status lists and automate the collation of patient prescriptions. The workstation must group an order by patient. The system must have a compact, interactive device for manually dispensing medications. The countertop unit should integrate a touchscreen monitor, labeling device, and barcode scanner to provide workflow control and dispensing accuracy. The workstation must offer multiple functions such as filling, verifying, batching, and dispensing to allow for greater flexibility. The status of all prescriptions is immediately viewable on any system screen throughout the pharmacy. The workstation must print a vial label including auxiliary labels with a picture and description of the drug dispensed after a barcode scan is electronically matched to the prescription. The workstation will not produce a vial label if the wrong drug barcode was scanned. The system must be able to be configured to track employees who scan the wrong product codes. This data must be tracked through reports for better security and accountability. The system must support a drug database complete with full color drug pictures, detailed drug descriptions, and auxiliary labels to support vial label printing and prescription inspection and verification. The drug database must automatically update without the use of CDs/DVDs. The system must allow for multiple batches for a patient if one prescription needs to be stored in a different location. The system must allow custom prescription storage locations to meet pharmacy s specific needs. The system must allow patient specific alerts that can be set to display at the fill, verify or dispense process. The system must allow all processing exceptions electronically: Partial Fills, On Hold or Out of Stock prescriptions. The workstation must offer articulating arms for mounting. The workstation must support two monitors. Label Printer The printer must work with the process control workstation to produce high quality direct thermal prescription labels. The printer must have a flexible design so it can be used to print labels with clear and legible fonts, barcodes and detailed drug image line drawings. For filling accuracy and safety, the printer must interface with the process control software to ensure the user scans the correct product code before printing the prescription label. Queuing System Must interface with inventory system and workflow system Must provide pharmacy staff access to prescription statuses in the workflow system Kiosk system must check in patient, print ticket, and notify staff of the new ticket Must audibly call ticket number Must track patient wait times from patient check in to script pickup Pharmacy Automation/Robotic Prescription Counting System Must interface with inventory system Must interface with workflow system and queueing system Must offer 6 or 12 slots to store completed prescriptions. Must display patient names on LED displays on both sides of the robot Must offer up to 200 medication cells Must use gravity- based dispensing with no air compressors. Must print and apply the prescription label after filling the prescription Must offer a universal medication cell that can be calibrated on site. Must have doors to reduce noise Must be able to be placed against a wall. Notice Boards Must display patient names for script pickup Must display called ticket numbers Must interface with the workflow system Workflow Server / HCI 2000 Server Must integrate with workflow system. Must integrate with workflow software workstations. Must integrate with inventory system (SIM). Must integrate with robotic systems. Remote Access Must allow users to access the workflow software from a desktop computer, laptop or existing workflow system workstation. Must allow users to use the workflow software in real time via remote access. Inventory System Must integrate with pharmacy workflow system Must provide perpetual inventory based on prescription filling Must create and send orders to wholesalers electronically Must receive and acknowledge drug orders electronically.
