- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-25-AP-3897 Contracting Activity: Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center, Indianapolis, IN 46202, is seeking to procure 1 (one) OsmoPRO MAX Automated Osmometer, Consumables, Installation, Training and Validation Government Bundle, for the Richard L. Roudebush VA Medical Center Laboratory, Indianapolis, IN 46202. 2237# 583-25-3-997-0202 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This contract is for the Advanced Instruments Osmometer, Model # OsmoPRO Max Automated Osmometer. Estimated Amount: Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This equipment is currently in use at the Richard L. Roudebush VA Medical Center, and is just an older version of the OsmoPro Max Osmometer. This equipment has proprietary technology that is exclusive to Advanced Instruments, which is required by the Chemistry Department. This device could be customized to meet specific project requirements or user preferences, which other suppliers are unable to provide. In addition, to meet compatibility requirements with existing systems, software, and other equipment that are used within the Laboratory, the OsmoPro Max Osmometer already has the ability to connect to these other systems. Furthermore, the technologists are already familiar with this equipment, which allows them to seamlessly transition to the OsmoPro Max Osmometer with little to no additional training required. This minimizes downtime and ensures continuity in operational efficiency. Description of market research conducted and results or statement why it was not conducted: VetCert was searched using NAICS Code 334516, which identified 234 potential vendors. After reviewing FPDS, eCMS, Contract Opportunities, and SCMC, it was found that this equipment is only available through the OEM, a Large Business, Advanced Instruments. To ensure that there were no Small Businesses available, an email was sent to Advanced Instruments POC, Varun Tejpal, and he/she confirmed that Advanced Instruments is the only vendor able to provide this equipment and service this equipment. The VA/SBA Rules of Two could not be met with this procurement. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
