- 1.GENERAL: This is a non-personal service, Firm Fixed Price Contract to provide The Fort Bragg Family Advocacy Program (FAP) family violence data analysis/ processing, family violence prevention research, administrative support services, general internet/ technology (IT) support services, marketing services, information and referral, outreach services, parenting skills, advocacy, awareness education and training. These services contribute to overall soldier well-being and mission readiness by educating Fort Bragg and the surrounding community on how to prevent family violence. Family violence includes, but is not limited to child abuse and neglect, Problematic Sexual Behavior in Children and Youth (PSB-CY), evaluating child abuse/ PSB-CY data, trends, research, prevention services, evidenced-based programs and overall harmful behaviors affecting children and families. The Government will not exercise any supervision or control over contractor or subcontractor personnel performing the services herein. Contractor and subcontractor personnel shall be accountable solely to the contractor who, in turn is responsible to the Government. 1.1 Description of Services: The contractor shall provide all personnel, materials, supervision, and other items and non-personal services necessary to perform comprehensive services as outlined in Section 5 of the Performance Work Statement (PWS) to include family violence data analysis/ processing, family violence prevention research, administrative support services, general internet/ technology (IT) support services, marketing services, information and referral, outreach services, parenting skills, parenting education training, child development information, advocacy, awareness education and training. These comprehensive services are In Accordance with (IAW) AR 608-18, AR 608-1, Department of Defense Instruction (DoDI) 6400.01, 6400.06, 6400.07, 6400.09, 6400.10, 6400.11, local SOPs and all other relevant governances. The contractor Services will be as defined in this PWS except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: Army Community Service (ACS) FAP, through Department of Family & Morale Welfare and Recreation (DFMWR) Programs, has an on-going mission requirement to provide support services that supplement Soldier readiness and the well-being of the Army Family. The goal of this program is to invoke a strategy for delivering services to promote better parenting, couples, and family functioning for military beneficiaries and community. The program will significantly help promote and provide support to all Soldiers, families, professionals, couples and parents IAW AR 608-18 and all relevant Department of Defense (DoD), (DoDM)Army regulations/governances and local SOPs providing annual child abuse/ PSB-CY identification and reporting training to all Child & Youth School Services (CYSS) and Department of Defense Education Activity (DoDEA) school staff, including Child Abuse Risk Assessment Tools (CARATs). ACS FAP also provides prevention services pertaining to all forms of child abuse, PSB-CY, and the overall family unit to the Fort Bragg and surrounding community. ACS FAP is also required to provide a wide variety of family outreach and awareness services to the military population during the duty day in addition to after-hours and weekend events. Strategic planning for provision of these supportive services to Service members and Family members will ensure that a comprehensive, evidenced based, effective, and coordinated assistance delivery system is in place and congruent with military operations and local SOPs. This program service makes a significant contribution to the readiness of the force and well-being of Service Members and their families by helping to become more informed, better functioning and self- sufficient. This program reinforces the Army's commitment to eliminate incidents of child-on-child maltreatment, adult on child maltreatment and/ or domestic (couples) violence as a family unit, through a more comprehensive program that focuses on education, prevention including marketing/ outreach efforts, integrated support, rapid reporting, data analysis/ processing for program evaluation, research, thorough investigation, appropriate action, and follow-up for those abused and the abuser; especially in the prevention of incidents through mentorship and training for parents and couples. The program also partners with a wide array of parent, couples and youth - serving community agencies, including County Social Services, Partnership for Children Child Advocacy Center, and Departments of Mental Health. FAP supports these agencies by participating in Professional Advisory Committees, Family Violence Coalitions, Community Task Forces and Community Child Protection Teams, as approved by the Fort Bragg Family Advocacy Program Manager (FAPM). 1.3 Objectives: The Government�s primary objectives for this program are: Provide FAP family violence data analysis and processing to better understand the Fort Bragg and surrounding community family violence statistics, which allow staff to implement prevention efforts and evaluate those efforts to ensure they are making a positive impact on the community. Administrative support services which assist with day-to-day operations, including but not limited to working within Microsoft office applications or those similar, which support ACS FAP primary functions. Ensure that data is compiled in all areas within the PWS, including but not limited to class data, abuse case data (family and child), referral data, training request data, and other data that the FAPM or IMCOM deem important in supporting the overall mission. General internet/ technology (IT) support services, ensuring ACS FAP staff are capable of completing day-to-day duties. This includes troubleshooting issues, setting up IT services for employees, submitting IT tickets and following internal SOPs. Marketing and outreach services that are catered to the Fort Bragg footprint, in support of the overall ACS FAP mission and backed by the data collection for prevention. These efforts also support FAP being a community partner with local agencies, such as but not limited to Army Community Service (ACS). Educate and train Soldiers and Family members on family life issues critical to sustaining a healthy lifestyle free of violence and abuse and how a healthy lifestyle can positively impact the family unit. Provide timely, effective and intensive early prevention services to at-risk families, couples and parents at Fort Bragg. Provide comprehensive services to Soldiers and Family members in the form of training, advocacy, education/ awareness, and information/ referral to assist with increasing couples, parental and familial coping skills, and to prevent behaviors that could lead to family violence. Provide services that supplement Soldier readiness and the well- being of Army couples and families IAW Army regulations, policy directives and local SOPs. Apply empirically tested curriculum for delivering services to promote child, couples, and family functioning to parents in order to reduce the number of child abuse/ PSB-CY/ family violence cases. This curriculum must be approved by FAPM prior to execution. Provide quarterly data/ analysis on all services delivered to show if and how these services are or are not reducing child abuse, including but not limited to child-on-child maltreatment, adult on child maltreatment, and family violence. Provide family violence training and prevention services to parents, and professionals including but not limited to CYSS, DODEA, MDT board members and community counterparts concerning family violence, child abuse, and PSB-CY, with prior approval from FAPM. Reinforce the Army�s commitment to eliminate incidents of maltreatment and/ or family violence by prevention of incidents through education and training for couples and parents. Make a special effort in delivering these services to all populations, including but not limited to at risk categories. At risk categories include but is not limited to fathers, same sex couples, single parents and families at a higher threshold for violence. 1.4 Scope: This requirement provides increased support to the ACS Center�s FAP at Fort Bragg, in support of U.S. Army military personnel and their family members, as well as civilian personnel and their family members. Services include family violence data analysis/ processing, family violence prevention research, administrative support, general internet/ technology (IT) support services, marketing services, outreach services, information and referral, parenting skills, awareness, education, and training/ instruction. 1.4.1 Period of Performance: The period of performance (12) month base period, and three (3) one (1) year option periods as follows: Base Period: 02 September 2025- 02 September 2026 Option Period 1: 03 September 2026- 02 September 2027 Option Period 2: 03 September 2027- 02 September 2028 Option Period 3: 03 September 2028- 02 September 2029 Please see attached documents for additional requirements and documentation.
