DLA Troop Support is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the following: Nomenclatures / National Stock Numbers: VEST SURVIVAL-TYPE I 8415-01-568-9793 VEST SURVIVAL-TYPE II 8415-01-568-9791 SEA POCKET ASSEMBLY 8415-01-622-2659 HARNESS, HOISTING AS 8415-01-579-1739 POCKET, RADIO, SURVIV 8415-01-569-4286 POCKET GENERAL 8415-01-569-4123 POCKET, OXYGEN REGUL CRU-103/P 8415-01-569-4118 POCKET, OXYGEN REGUL V-22 8415-01-569-3989 POCKET, UNDERWATER B 8415-01-569-4120 POCKET, PISTOL, SURVIV 8415-01-569-4125 POCKET KNIFE 8415-01-577-6764 The items are required to be manufactured in accordance with NAWC PD-29611B dated July 31, 2014, and all interim changes and applicable drawings/patterns. The use of shade color 3758 and/or 498 is acceptable. DLA Troop Support will require the following production lead-time for the items: Production Lead Time for the AirSave Vest, Type I & II: 150 days after date of award at a rate of up to 130 each a month (any vest combination). Production Lead Time for all other components: 150 days after date of award at a rate of up to 300 each a month (any component combination) The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 315210. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ""The Berry Amendment"") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. NIST SP 800-171 DoD assessment requirements in accordance with 252.204-7019 and 252.204-7020 applies. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Documentation shall contain an organization�s experience that demonstrates successful performance on items that are similar in scope and magnitude. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
