Description
The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to Markit North America Inc., 55 Water Street, New York, New York, 10041, for Credit Default Swap (CDS) reference data. The NAICS code is 519290. The contracting officer has determined that Markit is the only source that can reasonably meet the SEC�s requirement in accordance with FAR Part 13.106-1(b). The period of performance for the purchase order is anticipated to be one (1) base year with four (4) one (1) year options. The SEC requires a service that will deliver CDS reference data, including information on entities, obligations, corporate actions and credit events. The data will be delivered through the Wharton WRDS platform and will include the following key features: (1) unique identification codes for CDS reference entities, (2) unique identification codes for pairs of CDS reference entities and reference obligations, (3) information on the legal relationship between a reference entity and a reference obligation, (4) verified corporate events (e.g., corporate actions, CDS succession events, credit events) that potentially affect the pricing and trading of CDSs, (5) unique identification codes for CDS indexes, and (6) verified information on CDS indexes and the constituents of CDS indexes including updated weighting and index factors upon a credit event. The SEC intends to award a purchase order to Markit North America Inc. on or about July 10, 2025. This is a notice of intent, not a solicitation. This notice is not a competitive request for quotes. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit quotes by the response date of this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
