Description
CNRMC issued an update to its Instruction for Master Agreement for Repair and Alteration of Vessels, MSRA/ABR on 30 MAY 2025. The instruction revises the MSRA/ABR Tier structure, location, technical and facility requirements and provides further clarification regarding certification and renewals. New MSRA/ABR applications, in accordance with the new 2025 instruction, are due to the CNRMC MSRA/ABR Program Manager no later than 90 days after the date of this notice. Companies with an existing MSRA and/or ABR certification that do not submit a new MSRA/ABR application by this date will result in cancellation of their existing MSRA and/or ABR certification. However, current agreements will remain in place for companies meeting this 90-day application timeline while the application package is processed. Should there be any deficiencies during the certification process, companies will have 90 days to correct and submit OQE. Companies can ask for a 30-day extension if needed to correct any deficiencies. If the deficiencies are not corrected, the current agreement will be cancelled. Requisite Site Survey team members will validate OQE during a follow up site visit. Companies currently without an MSRA/ABR agreement who desire to attain a certification and perform ship/boat/craft repair are also encouraged to submit their application to the CNRMC MSRA/ABR Program Manager. Companies proposing on ship repair and/or boat/craft repair solicitations for standalone contracts must agree to execute a master agreement for repair and alteration of vessels before award of a contract. For new indefinite delivery, indefinite quantity (IDIQ) solicitations requiring a MSRA or ABR, companies must agree to execute a master agreement for repair and alteration of vessels before award of a delivery order. Companies will be required to submit the requisite MSRA or ABR application prior to the proposal due date for the requisite solicitation(s). For awareness, the Navy is targeting to include the new MSRA Tier structure in upcoming mid-FY26 Coast Wide Bid Availabilities.
