- Description
- The Army intends to negotiate and execute an Enterprise Agreement (EA) with Palantir. The Army currently expends significant resources � administrative, financial, and operational � in managing over 75 concurrent, but separate procurement actions tied to the integration of proven commercially available Palantir capabilities. Each action requires repetitive efforts, including solicitations, contract negotiations, modifications, and license renewals, often conducted independently across multiple program offices and contracting officers. Consolidating these efforts under an EA will streamline future modifications and task orders under a single set of ordering instructions and terms and conditions, eliminating redundant contracting processes, streamlining resource touch points and significantly reducing both administrative overhead and procurement timelines. Instead of managing dozens of contracts with varying terms, the government will empower a single team to manage the contract, manage delegation of procurement authority, and oversee the administrative actions with increased transparency. This approach delivers significant time savings through decentralized ordering while ensuring consistent Army data rights and open system design�preserving maximum flexibility for use across programs and functional areas. The Army has determined that consolidating its existing contracts is the most advantageous approach for the Government. This strategy, which involves integrating previous contracts awarded to Palantir through rigorous competitive selection, aims to reduce administrative and operational costs and achieve greater efficiencies. The Government anticipates sustained capability growth to meet elevated operational warfighting needs for proven commercially available solutions. This EA will streamline operations, eliminate unnecessary third-party pass-through costs, enhance overall cost effectiveness, and support the ability to field capability that addresses emerging capability demands as they occur. Additionally, the Army will continuously evaluate emerging capabilities and reassess this consolidation every 18-24 months to ensure ongoing improvements, optimal performance, and encourage constant innovation and competition in the market (Army Open Solicitation https://sam.gov/opp/20f6ad25a7c64be891ca8a24fa9b452b/view [sam.gov]). Only Palantir can directly provide the full suite of their commercial solutions while meeting active provisional authorizations across all relevant impact levels. This consolidation provides detailed strategic, operational, and tactical capabilities to the Army through existing data integration with hundreds of Joint and Army systems. This EA will NOT substitute competition on ANY future programs. The Army will continuously evaluate emerging capabilities and reassess this consolidation every 18-24 months as stated above.
