- The Regional Contracting Office (RCO) Benelux is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for armed guard services in Belgium. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Place of Performance: The supported requirement is for the following US Military Installations located in Belgium: United States Army Garrison (USAG) Benelux for Chi�vres Air Base, USAG Benelux-Brussels, USAG Benelux-BrusselsSterrebeek Annex (including both the SHAPE Brussels Health Clinic and the Brussels American School) and Zutendaal Army Preposition Stocks (APS-2). The services of armed guards are requested to secure U.S. Military Installations throughout Belgium. All the guards assigned to this contract will be working for a registered Belgian company licensed by the Belgian Ministry of Interior (BMI) with an authorization to carry weapons. All guards will be licensed with a valid weapons permit, a valid NATO clearance, will speak English, be in possession of a valid European drivers license, and will be physically fit. The services will support the access control of U.S. Military Installations throughout Belgium, to include patrolling the perimeter fence, monitoring and Intrusion Detection System (IDS). The services will be performed only in Belgium at Chievres Air Base, Chievres Daumerie Caseme, Brussels Main, Brussels Sterrebeek Annex, and extends to Zutendaal Army Depot (EDI) (total of 5 sites). There are no geographic location limitations as long as the services are performed in Belgium. There is a unique requirement, only a registered BMI licensed company can perform armed guard services in Belgium. DISCLAIMER �THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT. REQUIRED CAPABILITIES The Contractor shall provide armed guard services in support of the USAG Benelux mission as it operates and must secure all US Military Installations in Belgium. The services include labor, management, tools, equipment, supplies, supervision, and transportation necessary for performance of armed guard services.The Belgian private security industry is regulated by the Belgian Law on Private and Special Security which was enacted in 2017. Organizations shall therefore possess a certification of compliance with the Belgian Law concerning guarding on Military Installations in the form of a Ministerial (Authorization) Decree. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability as well as certification of compliance with the Belgian Law. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. If your company or anticipated subcontractors currently do not have certification to perform work in accordance with Belgian Law, information provided must detail company�s capability to obtain certification prior to the estimate performance start date. Details shall include necessary steps taken or anticipated to occur in order to provide assurance that your company has the knowledge and ability to obtain certification in accordance with Belgian Law. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: The contractor shall provide all necessary documentation certifying all guards fully cumply with Belgian Law. As a minimum this documentation shall consist of the following: Valid National ID card Valid NATO secret security clearance Valid Ministry badge Good conduct certificate (no less than 3 months old) Licensed by the Belgian Ministry of Interior ELIGIBILITIES The applicable NAICS code for this requirement is 561612 � Security Guards and Patrol Services with a Small Business Size Standard of $29.0M. The Product Service Code is S206 � Housekeeping - Guard. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, UTC on 23 June 2025. All responses under this Sources Sought Notice must be e-mailed to the Contract Specialist, Alecsus Sebben, at alecsus.r.sebben.civ@army.mil. This documentation must address at a minimum the following items: 1.) Can or has your company managed a task of this nature? If so, please provide details. 2.) What specific technical skills does your company possess which ensure capability to perform the tasks? 3.)How long does certification process take to be fully certified to perform these services? Please provide information on individual certification times as well as total time to be fully certified. 4.) How long does it take to begin full performance of these services at all identified locations? For example will a gradual, transition plan be required or can full services begin immediately? The estimated period of performance consists of seven years (seven ordering periods), with a phase-in period of no more than 60 days. Perrformance will commence in March of 2027. Specifics regarding the number of ordering periods will be provided in the solicitation. The contract type is anticipated to be Firm Fixed Price. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Alecsus Sebben, in either Microsoft Word or Portable Document Format (PDF), via email to alecsus.r.sebben.civ@army.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above.
