Description
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with PIARC Special Project on Motorcyclist Protection Systems & Safety Aspects of Management of Traffic for Motorcycles with Federal Highway Administration (FHWA). The objective of this project is to conduct a comprehensive analysis of (1) infrastructure motorcycle protection systems and (2) safety aspects of traffic management, including their design, implementation, and effectiveness. By identifying and evaluating these systems and strategies, the project seeks to provide actionable recommendations for improving motorcycle safety standards and practices. Topics of Interest for Conference discussions are as follows: TASK A: Literature Review TASK B: Case Studies TASK C: International Survey Results: TASK D: Final Report- Best Practices and Recommendations Task E: Dissemination Material Report: The project will deliver a comprehensive final report that will consolidate the findings from the literature review, case studies, and international survey. The primary focus is on identifying best practices and effective strategies for implementing motorcycle protection systems and traffic management to enhance rider safety. The final report will include best practices, policy recommendations, and actionable strategies to guide future FHWA initiatives. In addition, the report will include recommendations and suggestions for road authorities and for PIARC to highlight good practice, successful policies challenges and opportunities in motorcycle protection and traffic management. The general structure of the report should be as follows: Executive Summary: Introduction: An overview of the project background, objectives, and scope. Methodology and Approach Outcomes of the International Survey Case Studies Analysis from Around the World Description and analysis of the use of Motorcycle Protection System and Traffic Management Description of Potentials and Challenges in This Field Conclusions of the Study Recommendations for Road Administrations. References Appendices The Federal Highway Administration is a member of PIARC and is represented by delegates from the state departments of transportation (DoT) representatives. PIARC is the only world-wide intergovernmental road organization focusing on developing and promoting efficient tools for decision making on matters related to roads and road transportation. PIARC established the Special Projects facility to support projects outside the rubric of the Strategic Plan. The goal is to enable the completion of small bodies of work in a relatively short timeframe, by outsourcing the production of high-level world-wide significant research. This gives the Association the ability to address critical issues identified by members quickly. The Association provides seed money to fund these projects. Member countries can provide supplemental contributions to expand the scope of the projects. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm�s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
