- Description
- The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations to perform noxious weed treatment on six different projects on BLM land within specific areas in Powder River and Big Horn Counties in Southeastern Montana. Treatment for the six projects total 1,675 acres. Each project contains a priority weed species. However, any additional weed species that are listed on the Montana Noxious Weed Species List shall also be identified and treated per the requirements of the associated Statement of Work. The contractor may reach the required acre amount prior to fulfilling all spray areas. While that is allowed, the contractor must follow all priority requirements for the project areas as described in the Statement of Work. BLM will issue Solicitation Number 140L3625Q0037 via https://sam.gov/content/opportunities, at the link provided in this notice. The project areas identified below will have corresponding maps within the solicitation and shall be treated in their entirety before moving to another priority area. For this to be accomplished, weeds shall be followed from the drainages into the upland areas ensuring full treatment of the weeds. This may require hiking and/or backpack spraying. A priority shall not be considered complete and/or accepted if the area has not been covered/treated properly. Onsite work will be performed from approximately July 1, 2025, through August 2, 2025. 1. Powderville Project is in Powder River County, MT. a. 487 acres b. Weed Priority Area 1-5: This area primarily contains leafy spurge. The weed infestations are found in the drainages and moving into the uplands. The contractor shall begin with priority Area One, then will move to Area Two, Area Three, Area Four and then Area Five. If any acreage is left it can be added to the Dry Creek Project. 2. Dry Creek Project is in Powder River County, MT. a. 180 acres b. Weed Priority Area 1: The priority area is in sections 5 and 8 around Hoot Owl Well. Work can then continue south and west. Areas along two track roads are highest priority since this area is heavily traveled due to hunting. 3. Buffalo Creek Project is in Powder River County, MT. a. 525 acres b. Weed Priority Area 1: The priority in this project is to treat the following sections first: T.9S, R. 48E, Sec. 2,3,10,11,13,14,15. It has been treated previous years in the extreme rough terrain on top. Those areas are the main priority. Focus needs to be on the steep drainages and draws where wildlife spreads leafy spurge seeds. The bottom will be treated by BLM personnel. DO NOT SPRAY IN SECTIONS 21, 22, 27 or 28. 4. Bay Horse Project is in Powder River County, MT. a. 133 acres. b. Weed Priority Areas: These areas primarily contain leafy spurge. There are numerous small parcels in this project. The permittee is treating the private land, so it is imperative that all BLM parcels are inventoried and/or treated. Rougher terrain needs to be inventoried/treated first and then lower, milder terrain to be treated last. 5. Rancholme Project is in Big Horn County, MT. a. 200 acres. b. Weed Priority Areas: This area primarily contains leafy spurge. The leafy spurge infestations are found in the drainages and moving into the uplands. At the bottom of the drainage in Priority Area 1 has an abundance of leafy spurge on private. This area is approved to be treated as well as it is contributing to the infestations of BLM. There is a washout at the bottom of the road, start there and follow it out both directions, you will run into BLM on both sides. The main ventenata infestations were found below the storage tank, spreading along all two track roads moving from the storage tank. 6. Otter Creek Project is in Big Horn County, MT. a. 150 acres. b. Future mechanical thinning and prescribed fires will be conducted within this area. Controlling invasive species prior to the fuel�s reduction projects will minimize future infestations. Signage while spraying is required. Pursuant to Part 13 and Part 37 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around May 22, 2025. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 561730 and the associated Small Business Size Standard is $9.5 Million. A single purchase order award will be made to the responsible offeror that submits the lowest priced quotation in accordance with the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around June 23, 2025, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around June 30, 2025. The successful contractor will be required complete the entire work including submission of the contractor's Pesticide Applications Records and GPS Project Logs by August 30, 2025. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. The successful contractor shall electronically submit all payment requests for the anticipated purchase order through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
