- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources to perform the effort described in the Statement of Objective. This market research will assist the Government in determining the method of acquisition, if any, that will be used for this requirement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of the evaluation. Statement of Objective: NALC needs a dashboarding capability that can link to the metrics based off of load plan and load plan compliance information as derived from OIS-W AND OIS-R. Information from the Naval Munitions Requirement Process is also required to be displayed in this dashboard as this information shows long-term acquisition cycle and budgeting of weapon systems that forecasts when these weapons will be in Navy and Marine Corps inventory across the FYDP and out years. This dashboard needs to display the data in a manner that shows problem areas and can be prescriptive in nature on how to address the issue. Meaning whether funding, resourcing, or advocacy from higher leadership within the Department of the Navy would be required. This dashboard needs to be able to display the aforementioned forecast data in a way that allows for a proactive approach to problem solving. This dashboard also needs to display global stockpile posture and health to feed information to Service Component Commanders globally. The dashboard should be developed commercial off the shelf solutions. Capability Requirements: Interested parties are being asked to identify their capability to meet the requirements outlined in the Statement of Objective. Security Requirements: Prospective contractors shall possess a facility clearance and active personnel security clearances at the level appropriate for accessing and handling classified information up to the Secret level. This requirement is in accordance with the National Industrial Security Program Operating Manual (NISPOM) and other applicable Department of Defense (DoD) security regulations. Proof of facility clearance and active personnel security clearances must be provided by May 5, 2025, at 11:00 AM Eastern Time to be eligible to receive a sample of the dashboard for demonstration purposes. Submission Requirements: Interested parties should submit a capability statement no more than 15 pages in length addressing their ability to meet the requirements outlined in the Statement of Objective. This statement should include: Company information (name, email address, address, point of contact) Facility clearance and personnel security clearance levels Relevant experience and past performance in developing similar dashboarding solutions A brief description of the proposed approach to meet the requirements Any other relevant information Capability statements must be submitted electronically to thomas.r.kunish.civ@us.navy.mil no later than May 15, 2025, at 11:00 AM Eastern Time. Demonstration (Optional): The Government may request a demonstration of the proposed dashboarding capability using a sample dashboard provided by the Government, at no cost to the Government.
