- Description
- The Office of Strategic Capital (OSC) mission is to attract and scale private capital for national security. Successful execution of this mission requires consistent access to credible and accurate data, and the means to be able to effectively manage available knowledge and drive decision speed to the irreducible minimum. Our national defense and our prosperity depend on it. The Department of Defense itself is a knowledge management firm that defines, redefines, and manages a system of exceedingly complex systems to support decision making. OSC has an operational need for access to specialized data necessary to understand and influence conditions that drive risks to national and economic security, and innovative technologies for compiling, assessing, and managing the data under management. Simplicity is paramount, and the ability to efficiently access and make sense of the vast amounts of data available will be the difference between success or failure. Using the authority in 10 U.S.C. � 4022, OSC seeks to drive rapid prototype development of solutions to limiting factors impairing its ability to execute its mission to attract and scale private capital for component-level technologies with broad commercial application that are also relevant to the national security of the United States and its allies and partners. OSC seeks solutions in one or more of the four areas of primary focus: Effective use of credit-based financial tools to attract and scale investment in enabling and frontier technologies, Teaming with private capital investors to co-develop critical technologies (i.e., technologies identified by the Department of Defense as vital to the national security of the United States and its allies and partners), Identification of critical technologies developed by emerging international companies, and Exemplary risk management.
