Description
Solicitation SPE605-25-R-0214 DLA Energy FEPCB Purchase Program COG 3.24: Alabama, Arkansas, Florida, Georgia, Louisiana, Missouri, Mississippi, North Carolina, and South Carolina. (i) This is a pre-solicitation notice only. DO NOT submit proposals or inquiries until solicitation is posted. This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. (ii) The Solicitation number is SPE605-25-R-0214, and it will be issued as a Request for Proposal (RFP). The solicitation will include 363 line items. (iii) Description of Items Being Procured: This acquisition is for distillates and residuals for Department of Defense and Federal Civilian Agencies in the states of Alabama (AL), Arkansas (AR), Florida (FL), Georgia (GA), Louisiana (LA), Missouri (MO), Mississippi (MS), North Carolina (NC), and South Carolina (SC). (iv) The Defense Logistics Agency (DLA) Energy will host a virtual Industry Day on May 13-14, 2025, to inform current and potential contractors about solicitation SPE605-25-R-0214. The North Carolina Military Business Center (NCMBC), an entity of the State of North Carolina, will host and provide registration assistance for the DLA Energy Industry Day event. Interested parties shall register at the following link: https://www.ncmbc.us/event/dla-energy-small-business-outreach-event-for-cog4-ground-fuels/. (v) Line items for the U.S. Department of Veterans Affairs (VA) locations will be set aside for service-disabled veteran-owned small businesses (SDVOSBs). Pursuant to 38 U.S.C. �8127(d) and (j), purchases on behalf of the VA must be set aside for SDVOSBs if there is a reasonable expectation that two or more SDVOSBs will submit offers, and award can be made at a fair and reasonable price. If an offer cannot be determined fair and reasonable, the set-aside will be dissolved and the items awarded on an unrestricted basis to other Small Business concerns. (vi) The solicitation line items will be grouped by location for all-or-none awards, where applicable. Offeror must be able to offer on all line items in the grouping to be considered for award. Groups will be evaluated as all or none and awarded based on the total lowest price technically acceptable. All solicited line-item(s) for each location identified will be evaluated and awarded independently unless in a group (GP); AL GP 1 through AL GP 9, AR GP 1 through AR GP 5, FL GP 1 through FL GP 28, GA GP 1 through GA GP 13, LA GP 1 through LA GP 7, MO GP 1 through MO GP 6, MS GP 1 through MS GP 11, NC GP 1 through NC GP 15, and SC GP 1 through SC GP 8. The requirement(s) will be awarded to the technically acceptable offeror with the lowest overall extended price for each group. Items not included in a group will be awarded independently at the item level. **NOTE: After a contract award, if one line item in a group is terminated, the entire group shall be terminated, and other SB concern offers for the terminated group shall be evaluated for award in accordance with the solicitation. (vii) Vendors will be expected to provide a copy, when solicitation is released, of the following information: 1. Certificate of Quality or Conforming statement of quality 2. License to Deliver Fuel 3. Commitment letters for fuel and transportation, to include license plates and VINs with pictures of trucks to be used Additional Requirement for this solicitation when posted: Vendor(s) SHALL be registered in the System for Award Management (SAM) at www.SAM.gov prior to offer submission. The solicitation will be posted at a later date as previously stated.
