The Solicitation number is W9127S25RA005. THIS NOTICE IS PROVIDED FOR INFORMATION ONLY: THIS SYNOPSIS IS ONLY A NOTIFICATION THAT A SOLICITATION IS ANTICIPATED AND FORTHCOMING. CONTRACTING OFFICER ADDRESS: 700 W Capitol Avenue, Little Rock, AR 72201 CONTRACT AWARD / SOLICITIATION NUMBER: W9127S-25-R-6001 TITLE: F-35 Academic Training Center DESCRIPTION: The U.S. Army Corps of Engineers � The Little Rock District has been tasked to solicit for and award a contract for the construction of an Academic Training Center to support the bed down of the F-35 aircraft located at Ebbing Field ANG in Fort Smith, Arkansas. The Government is seeking qualified, experienced sources capable of performing the following: Construction of an F-35 Academic Training Center and Liquid Oxygen Storage facility for the F-35 program. Project included a multi-story steel framed, reinforced concrete flight training center with brick veneer, vertical pile foundation and a standing seam metal roof. The facility will provide spaces for training classrooms, spaces for flight simulator training, conference rooms, administrative and administrative support spaces, bathrooms, a hallway, lobby, and vestibule, storage space, break rooms, communications, mechanical and electrical spaces, and a janitor�s closet. The facility contains secure space and shall comply with the Intelligence Community Directive (ICD 705) criteria/standards and the Joint Programs Office (JPO) Facility Requirements Document (FRD). Lightning protection, fire detection and suppression, intrusion detection are included. The Liquid Oxygen Storage project includes a single-story steel framed building with metal siding, metal roof and slab on grade foundation. Supporting facilities include utilities, pavements, site improvements, and communication support to provide complete and usable facilities. Privatized utility connection fees are included in their respective supporting facilities. Project will demolish building 124 (99SM). Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01, General Building Requirements. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01. Air Conditioning load is approximately 290 Tons. ESTIMATED VALUE RANGE: In accordance with FAR 36.205/DFARS 236.204 Magnitude of Construction Projects, the estimated value for this requirement is between $70M and $75M. ESTIMATED SCHEDULE DATES: the project is expected to take no longer than 913 calendar days. � Construction Contract Award: August 2025 � Contract Completion: February 2028 The Government will post the solicitation and all subsequent amendments to the Government- Wide Point of Entry (GPE) System of Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) Web Site http://www.sam.gov and www.piee.eb.mil.
