- Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) has a requirement to procure full-service calibration and maintenance services for twenty-one (21) Occupational Health Dynamics (OHD) Quantifit Quantitative Respirator Fit Testing Instruments utilized by CNRSW Safety Office (N35) for all NRSW installations.. NAVSUP intended to award purchase order on a sole source basis to L3 Harris. in accordance with FAR 13.106-1(b)(1). OHD LLLP. has been found to be the only company capable of providing the full-service calibration and maintenance services for Quantifit Quantitative Respirator Fit Testing Instruments. Market research indicates there is no other vendor reasonably available to meet the agency�s needs which are summarized below. Commander Naval Region Southwest (CNRSW) N34 Safety HQ requires these maintenance services. Occupational Safety and Health Administration (OSHA) requires adherence to manufacturer's guidelines for maintenance and calibration to be strictly followed and OHD recommends that Quantifit Fit-Testers should be serviced and calibrated on an annual basis. Quantifit uses the only 5-Step OHD Quantifit REDON Protocol Quantitative Respirator Fit Test System written into the OHSA federal regulations. The Quantifit is an OSHA accepted Quantitative fit test instrument. It utilizes the controlled negative pressure fit test method as outlined in the respiratory protection standard � 29 CFR 1910.134, appendix A. The Quantifit is a highly accurate precision instrument that uses electronic pressure sensors to detect minute changes to very low levels of negative pressure to an accuracy of +/-0.25%. To ensure the instrument operates at the parameters for which it is designed, OHD requires the Quantifit to receive annual maintenance and calibration at an authorized service facility. This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy.
