- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals. The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with SPT Labtech Limited, Building F, Melbourn Science Park, Cambridge Road, Melbourn SG8 6HB, United Kingdom. The B Cell Analytic (BCA) group of the Vaccine Immunology Program (VIP) requires SPT Labtech reliance complete service contracts for three (3) SPT Labtech firefly and one (1) dragonfly liquid handling systems to support its development of an in-depth understanding of the immune responses triggered by experimental immunization during clinical evaluations. The BCA has established functional groups that support translational B cell immunobiology research, analyzing the B cell response to HIV vaccines. This includes high-throughput automated immunoglobulin and transcriptome analyses. Using cutting-edge technologies, the BCA team collaborates with external partners to provide B cell receptor sequencing for HIV vaccine clinical trials. These results enable investigators to perform a phenotypic and functional assessment of the B cell response to HIV vaccines. BCA utilizes SPT Labtech Firefly and Dragonfly systems. Since the current systems are not to be replaced, NIAID requires this procurement of SPT Labtech services with maintenance support of existing systems and components. These services for the government owned instruments are needed to ensure the BCAs clinical trial research is accurate and consistent for data integrity. SPT Labtech is the only vendor that can provide the service for these instruments. Continuity of vendors for liquid handling purposes ensures that experimental results are not influenced by new variables and maintains equipment warranties. Period of Performance: Base Period: May 27, 2025 � May 26, 2026 Option Period 1: May 27, 2026 � May 26, 2027 Option Period 2: May 27, 2027 � May 26, 2028 Place of Performance: Gaithersburg, MD. The North American Industry Classification (NAICS) for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance, which has a size standard of $22 million. SPT Labtech is an other than small business. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 20 days of this notice. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that SPT Labtech is the only vendor who can provide the requested services for NIAID. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact within 15 days after publication of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement or submit offers on NOI-NIAID-25-2258976. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work.
