W912GB25RA002 Pre-Solicitation Notice for DoDEA Minor Construction SATOC IMPORTANT INFORMATION: In order to be considered for award, your firm must be registered and active in the System for Award Management. Proposals not submitted through PIEE may be determined to be non-compliant and removed from consideration. PLACE OF PERFORMANCE: Belgium, Germany, and Italy ANTICIPATED PROJECT TITLE: FY25 DoDEA Minor Construction SATOC ACQUISITION INFORMATION: United States Army Corps of Engineers (USACE) Europe District (NAU) intends to issue a solicitation and award for an unrestricted, full and open competitive acquisition, which will result in the award of a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) for design-build (DB) construction services intended to provide new facilities and real property repair and maintenance in Belgium, Germany, and Italy. The SATOC IDIQ will be awarded with a three-year base period of performance and two, twelve-month option periods. The work includes: Construction services intended to provide quick response for facility repair, renovation, conversion, alteration, additions, construction, the procurement/installation of equipment for schools and Design-Build (DB) minor construction, in support of DoDEA Schools in Belgium, Germany, and Italy. Task orders (TO) may involve a broad range of multi-facility repair and renovation services and may include a variety of tasks/disciplines including carpentry, roofing, interior/exterior elements, mechanical, electrical, plumbing, painting, heating/ventilation/air conditioning, playgrounds, parking, exterior work and a potential for simplified design. Additionally, the contractor shall ensure all work accomplished meets all applicable Host Nation, Federal, State, and local laws, regulations, and directives spanning Belgium, Germany, and Italy. The anticipated SATOC ceiling value will be �50,000,000.00. The anticipated magnitude of construction for individual task orders is between �100,000 and �5,000,000. A seed task order will be issued to the eventual awardee. TYPE OF SET-ASIDE: The Contracting Officer (KO) has determined FAR Part 19 will not be applied to this procurement. SELECTION PROCESS: The acquisition strategy will be a Best Value Tradeoff Process in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The Government intends to award a SATOC resulting from this solicitation to the responsible Offeror whose proposal represents the best value after evaluation in accordance with the factors and their relative importance in the solicitation. The Government will utilize two-phase DB procedures for the establishment of the base SATOC in accordance with FAR Subpart 36.3 and Engineer Regulation ER 1180-1-9, as authorized by US Code10 USC 3241. PRE-PROPOSAL CONFERENCE: Will be established during Phase Two. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the Phase One solicitation on or about 1 May 2025. The anticipated award timeframe is in December 2025. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government. THIS IS NEITHER A REQUEST FOR QUOTE OR PROPOSAL NOR AN INVITATION FOR BID. THE INTENT OF THIS PRE-SOLICITATION NOTICE IS TO INFORM INTERESTED CONCERNS OF THIS REQUIREMENT.
