- This Request for Information (RFI), SPE605-25-RFI-1006, is being issued for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA Energy). DLA Energy is seeking to identify businesses that are interested in, and capable of providing ongoing uninterrupted ground fuel support for DLA Energy 3.10 Fuel Program to the Department of Defense and other federal civilian agencies for various customers located throughout the Hawaiian Islands, including the Islands of O�ahu, Maui, Hawai�i, and Kaua�i, for a five (5) year period in accordance with FAR 12 (Commercial) and 15 (Negotiation) procedures. Contracts resulting from this solicitation will be Requirements type, Fixed Price with Economic Price Adjustment. The estimated ordering period is from JAN 1, 2026 through DEC 31, 2030. THERE IS NO SOLICITATION AT THIS TIME. General information regarding RFIs: In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for gathering information and planning purposes and does not constitute a solicitation for proposals. Any response to this notice will be treated as information only. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions. The total estimated fuel quantity for the DLA Energy 3.10 Fuel Program is approximately 30 million gallons with 62+ line items. The fuel products sought potentially include the following: DIESEL FUEL (DSS) NSN: 9140-01-541-6760 DIESEL FUEL (DS2) NSN: 9104-01-524-0139 GASOLINE, AUTOMOTIVE (MUR) NSN: 9130-00-148-7103 GASOLINE, AVIATION (AVGAS, 130) NSN: 9130-00-179-1122 TURBINE FUEL, AVIATION (JA1) NSN: 9130-00-753-5026 TURBINE FUEL, AVIATION (JAA) NSN: 9130-00-359-2026 FUEL, ETHANOL (E85) NSN: 9130-01-470-2024 BIODIESEL (BDI) NSN: 9140-01-470-4520 FUEL, GASOLINE (MUM) NSN: 9130-01-272-0983 Mode of Transportation: � Drums � Tank Truck (TT) � Tank Wagon (TW) � Tank Truck with Pump and Meter (TTWP) All quantities as well as fuel types are best estimates and may change. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions related to this topic. There will be a question/answer period provided giving the opportunity to ask any question (not limited to the listed questions below) and a cumulative response given. Please provide all questions by NLT 18 April 2025, 10:00PM, Fort Belvoir, Virginia Time, to the below points of contact. The commutative response to be posted by 22 April 2025 (depending on responses). In responding to this notice, please provide the following specific information: Your company name, UEI, CAGE Code, any owners, email address, phone/fax number, Background information of the firm and/or contractor regarding technical capability and ability to perform. What types of fuel are you capable of supplying? Which areas can you supply the fuel for? What are the names and locations of your fuel supplier(s)? Does your company participate in any socioeconomic programs/small business programs? If so, please state what programs(s). Are you a refinery? If so, is your refinery a small business (producing less than or equal to 200,000 barrels)? Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in Hawaii? What areas/location(s) of Hawaii does you company service? What modes of transportation can your company utilize to support the Hawaii 3.10 Program? Remember to include RFI# SPE605-25-RFI-1006, Hawaii 3.10 in the subject line.
