- The Department of Veteran Affairs, Networking Contracting Office (NCO1) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Johnson Controls for the following requirement: STATEMENT OF WORK (SOW) 1.0 Scope of Work The contractor will perform chiller maintenance and inspections at the Boston Healthcare System, Brockton Division. Contractor is responsible for all labor, materials, tools and special equipment required to perform the work. 2.0 Performance Requirements Chiller, Water Cooled, Magnetic Bearing Centrifugal, 451-600 Tons Operational All work must be performed in accordance with safety policies Check with appropriate customer representative for operational deficiencies Review control panel for proper operation and recorded fault histories Check for proper condenser and chilled water flow Check system pressures and temperatures Check refrigerant levels Check capacity control and linkage Inspect for signs of refrigerant leakage Check for unusual noise and vibration Check overall condition of unit Record and log all operating parameters For YK, YMC2, YZ, YD, YVAA, YMAA, and YS - Review the Proactive Parts Replacement Tool for components that may be in need of or recommended for proactive replacement. Run VSD Diagnostics Document tasks performed during visit and report any observations to appropriate customer representative Comprehensive All work must be performed in accordance with safety policies Check with appropriate customer representative for operational deficiencies Review control panel for proper operation and recorded fault histories Conduct refrigerant leak check Lubricate and check capacity control and linkage Check and tighten electrical connections Perform preventative procedures to flow proving devices Perform VSD coolant change procedures Check for unusual noise and vibration Check overall condition of unit For YK, YMC2, YZ, YD, YVAA, YMAA, and YS - Review the Proactive Parts Replacement Tool for components that may be in need of or recommended for proactive replacement. Run VSD Diagnostics Remove and dispose any debris from any maintenance activity Document tasks performed during visit and report any observations to appropriate customer representative Condenser Tube Brushing (removal and replacement of one head only) All work must be performed in accordance with safety policies Check with appropriate customer representative for operational deficiencies Isolate tubes Drain water from tubes Remove head Mechanically brush tubes Replace gasket Replace head Remove and dispose any debris from any maintenance activity Document tasks performed during visit and report any observations to appropriate customer representative Evaporator Tube Brushing (removal and replacement of one head only) All work must be performed in accordance with safety policies Check with appropriate customer representative for operational deficiencies Isolate tubes Drain water from tubes Remove head Mechanically brush tubes Replace gasket Replace head Remove and dispose any debris from any maintenance activity Document tasks performed during visit and report any observations to appropriate customer representative Refrigerant Sample and Analysis All work must be performed in accordance with safety policies Check with appropriate customer representative for operational deficiencies Remove sample in approved container Drop off for analysis Label and complete paperwork indicating present operating conditions Document tasks performed during visit and report any observations to appropriate customer representative 3.0 Equipment List Johnson Controls will be awarded this procurement because Johnson Controls (JCI) acquired YORK International in 2005 in which all YORK manufactured chillers are proprietary for integrated JCI controls and systems. JCI is the only contractor with the capability to perform the required services on the YORK controlled chillers. The VA owned JCI system is a proprietary control system and will only have true full compatibility with other YORK/JCI components, software and personnel. Other contractors are unable to perform this work due to not having access to JCI software and replacement supplies. The NAICS code for this requirement is 811310 with small business size standard of $12.5 Million. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by April 11, 2025 at 12 pm EST time. Responses should be sent to Issa Shawki at issa.shawki@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
