Description
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Pentagon Directorate intends to acquire, via sole source acquisition, training courses for the operators of the BlackJack Unmanned Aerial Vehicle (UAV) and Scan Eagle Unmanned Aircraft System (UAS) for the Naval Education and Training Security Assistance Field Activity (NETSAFA). The Naval Education and Training Security Assistance Field Activity (NETSAFA) is the U.S. Navy�s agent for international education and training. NETSAFA coordinates training support to international governments and international organizations. As a field activity of the Naval Education and Training Command (NETC), NETSAFA serves as a focal point for all security assistance training program issues, coordination and advice within the U.S. Navy. Blackjack is a remotely controlled fully, stabilized, long range UAV used for the purpose of autonomous surveillance of the battlefield and search missions. The ScanEagle UAS is an expeditionary, Intelligence, Surveillance, and Reconnaissance (ISR) system that operates in a low/medium altitude and delivers day and night imagery. It is the intent of the Government to process this procurement under FAR Subpart 13.5 and to ultimately award a firm fixed priced (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a sole source basis to the Original Equipment Manufacturer (OEM) of the UAS and UAV which is Insitu, Inc. as a result of the forthcoming solicitation. Performance is anticipated to begin approximately on 20 June 2025. The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures � a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). The resultant contract will include a base period of twelve (12) months plus two (2), twelve (12) month option periods. The North American Industrial Classification System (NAICS) Code for the proposed acquisition is 611512 (Flight Training), which has a small business size standard of $34M (in millions of dollars). The resultant solicitation will be issued solely to Insitu, Inc. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice.
