Description
This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified potential offerors. The Government does not intend to award a contract based on the SOURCE SOUGHT OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO SOURCES SOUGHT. The Richmond VA Medical Center located at 1201 Broad Rock Blvd, Richmond, VA 23249 is seeking potential sources capable of providing Wheelchair Van Transportation Service. Information collected during this Sources Sought may be used in a set-aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2025-03, effective 01/03/2025. The North American Industry Classification System (NAICS) number is 485991. The NAICS size is $19.0 million. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA at http://web.sba.gov/pro-net/ and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for veteran-owned small business status must be registered with the Dynamic Small Business (DSBS) at https://dsbs.sba.gov/ as an SDVOSB or VOSB. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Contractors that deem themselves capable of meeting the requirement shall provide the below information to, Contract Specialist Audrey.wooten@va.gov no later than Thursday,11 April 2025, at 10 am., EST, referencing 36C24625Q0561. Responses shall include (1) Business Name and Address, (2) DUNS and UEI, (3) GSA/FSS/NAC Contract Number, if applicable (4) Point of Contact Name, Phone Number, and E-mail Address (5) SAM # and NAICS code (6) Business Size SMALL or LARGE (7) Type of Business: service-disabled veteran-owned, veteran-owned small business, 8a, HUBZone, woman-owned, etc. (8) A concern that is not a manufacturer of the supply shall provide the manufacturers name and size standard. If the concern is the manufacturer and the sole distributor, please provide documentation to that effect. The contractor must be registered with https://www.sam.gov. To be considered SDVOSB/VOSB must be registered in SBA http://web.sba.gov/pro-net/. Also, provide a brief description of qualifications and any other pertinent information that demonstrates the ability to meet all the requirements in the PWS provided. The subject line must read: Richmond Wheel Chair Van Service. PERFORMANCE WORK STATEMENT (PWS) The Department of Veterans Affairs, Central Virginia VA Central Healthcare System (CVHCS) located in Richmond, Virginia has a requirement for Wheelchair Van Transportation Service for Central Virginia and surrounding areas to include Northern Virginia, Parts of North Carolina, and the Tidewater region. The services shall be provided twenty-four (24) hours a day, seven (7) days a week, including Federal holidays. The Contractor shall furnish all management, supervision, labor, materials, equipment, specified supplies, and resources necessary to provide Wheelchair Van transportation for wheelchair-bound and other eligible special needs Veterans and beneficiaries. This includes one-way and/or round-trip transportation services on an as-needed basis from the Veterans place of residence to the CVHCS or private facilities in the community. In some cases, Veterans may require medical services at multiple locations. In that event, the Contractor shall be able to pick up Veterans at their residence, drop off at the CVHCS, pick up and drop off at another private facility, and finally, drop off Veterans at their place of residence. The contractor shall take the shortest distance available unless otherwise specifically authorized by the Contracting Officer s Representative (COR). The Government shall not exercise any supervision or control over those individuals performing the services of the contract. Contractors shall be accountable for the performance standards of the contract.
