Description
Supreme Headquarters Allied Powers Europe (SHAPE) intends to release an Invitation for International Proposal (IFIP) for the provision of translation and interpretation services in English / Ukrainian to support NATO Security Assistance and Training for Ukraine (NSATU) activities in Wiesbaden, Germany. U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government, (3) be legally authorized, at the time of the bidding and afterwards in the event of contract award, to operate the services described in this solicitation in the country where the services described in this solicitation shall be provided (i.e. Germany), 4) have performed at least three contracts within the last five years substantially similar in scope and magnitude to the requirements described in this solicitation. In addition, the prospective contractor will be required to provide its services within NATO restricted areas. To that extent, the contractor's personnel shall possess a suitable security clearance of SECRET or higher. SHAPE will distribute the IFIP via the ACO�s business opportunity portal to all firms that have been issued a DOE. Firms are encouraged to register with the portal before the IFIP is due to be released: https://aco.procureware.com The reference for the IFIP is IFIP-ACO-SH-25-11 and all correspondence regarding the IFIB should include this reference. Type of contract: Fixed price with annual economic price adjustment. Bidding procedure: Best value. Partial bidding is authorized. REQUIREMENT The requirement is for the provision of linguistic support services, in English and Ukrainian, to NATO Security and Assistance Training for Ukraine (NSATU), principally based in Wiesbaden (Germany), with work occasionally required to be performed in other locations. Working hours may include various shifts and working on weekends. The requirement might also include travelling to other NATO countries, in support of events. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: https://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/email of the company point of contact for the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. DOC will transmit the DOE to the NATO contracting agency. IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 21 April 2025 SHAPE issues IFIP (planned): End of April 2025 Bid closing (planned): July 2025 Expected start of services: last quarter of 2025 Period of Performance: Total duration of 5 years with a base period of 1 year and 4 one-year optional periods.
