Description
*Please see the attached solicitation for all details* BACKGROUND The Food and Drug Administration has a requirement for Dosimetry service for occupational radiation monitoring, area radiation monitoring, emergency response and other specialized services. The Dosimetry program monitors occupation radiation exposure for Office of Inspections and Investigations (OII), Office of Specialty Laboratories and Enforcement Support (OSLES), Office of Analytical and Regulatory Laboratories (OARL), and eight Human Foods Program Office of Regulatory Testing and Surveillance (HFP ORTS) labs. The Dosimetry program monitors occupation radiation exposure for personnel through whole body and may include wrist and ring badges (the latter dependent upon the position). This program is administered and managed by the FDA/OC/OCS/OSLA/ROSS Radiation Safety Officer and other designated personnel under the auspices of FDA/OC/OCS/OSLA/ROSS. This service helps to ensure that Employees radiation recorded doses remain below Nuclear Regulatory Commission and Occupational Safety and Health Administration occupations exposure limits. SCOPE Obtain the proper equipment and services that will allow OII, OSLES, OARL, and HFP ORTS labs to monitor employee�s radiation recorded doses remain below Nuclear Regulatory Commission and Occupational Safety and Health Administration occupations exposure limits. REQUIREMENTS It is critical that whole body and wrist badges be Optically Stimulated Luminescence (OSL) Dosimeters since this technology allows much more durability for users who need dosimeters in the field. The exposure information carried on these units does not fade over time. These units are also heat resistant, while having high sensitivity. For ring badges, another technology may be used (Thermoluminescent Dosimeter (TLD)) , since OSL technology does not yet exist for this type of dosimeter. Whole Body (chest), and wrist dosimeters shall have Optically Stimulated Luminescence technology. The contractor shall meet the following requirements: High sensitivity down to 1 mrem Ability to reanalyze data Ability to determine if the dosimeter was in motion (and possibly used by an employee) during the time of exposure greater or equal to 100 mrem Exposure data on dosimeter does not fade over time Environmentally durable and heat resistant Wide energy range capable detecting Photons (gamma rays, x-rays) and high energy beta radiation Ability to distinguish between beta and photon exposure Tamper resistant Contractor Requirements: Service continuity is essential due to the nature of the program Contractor shall have the ability to supply whole body, wrist and ring badges The Nuclear Regulatory Commission (NRC) requires the supplier selected shall be accredited by the National Voluntary Lab Accreditation Program (NAVLAP) Incumbent Contractor shall be able to transfer historical data to prospective Contractor Continuity of data is crucial; the radiation exposure records of employees shall continue as a cumulative lifetime record Contractor shall provide Quarterly and Annual dosimetry reports Contractor shall be able to support a large program � 1000-2000 employees Contractor shall be able to support a large number (100-200) of user locations with no additional cost for adding locations or assigning individuals from location to another Contractor shall allow a 120 days period to return Dosimeters before incurring late return service fees. Contractor shall be able to provide approximately 500 emergency badges within a time frame of 2-3 days during emergency response events Contractor shall have the capability to allow for online internet program monitoring: Users shall have ability to access to their individual badge report online Up to 10 FDA assigned users will have full administrative access to the system Internet System capabilities shall include the following: Monitoring of WEAC Account Adding/deleting badges Adding to new locations for badges Transfer badges to different locations Badge Processing System Bar Coder Reader Track badges Badge inventory History of badges received and returned Active users/non-active badges Capability for a paperless option with all dosimetry reports accessible online and available for printing within three days of dosimeter processing. Online storage of All Dose Reports Reports shall be made available upon request and online Incident Reports � Notification to RSO if radiation exposure exceeds limits set by RSO Dosimetry reports to the Radiation Safety Officer (RSO) Annual reports sent to the RSO Notification of late badges sent to the RSO Notification to RSO is readings are below ROSS set notification limits NRC Form 5 Termination Reports shall be available for all badged individuals upon termination of contract Dose History Summary (Broken down by wear period, annual, and lifetime) upon termination of contract *Please see the attached solicitation for all details*
