Description
The Minneapolis VA Healthcare System requires AC units for lease in accordance with the draft Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your contact and organization information with a description of proof of capability to: Theresa.Thunder@va.gov on or before April 1st, 2024. Only emailed responses will be considered. Additionally, please provide answers as appropriate to the following questions in the table below with your response to this Sources Sought. Failure to respond to the following questions may affect the acquisition strategy. 1. Identify your organization's socio-economic category. 2. State whether any of the requested services may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.). 3. State if subcontracting is contemplated for this requirement and what percentage of the work will be subcontracted and for what tasks. � *If applicable, VAAR 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses or Service Disabled Veteran Owned Small-Businesses.* *If applicable, FAR 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Businesses.* Minneapolis Veteran Affairs Health Care System Air Conditioning Lease Statement of Work (SOW) Objectives: Provide temporary cooling for Bldg 222 until a new cooling system can be designed and installed. Contract will include a base year with two additional option years. The VA may elect not to exercise any or all option years. Statement of Work: Contractor will provide and deliver the following items to Bldg 222, 6320 Bloomington Rd., St. Paul, MN. 55111: 1 12 Ton self contained air conditioning unit with dehumidifier 1 25 Ton self contained air conditioning unit with Heat and dehumidifier. 6 flexible ducts that are 16 diameter by 25 long. 6 flexible ducts that are 20 diameter by 25 long. 4 16 Collars (to connect duct work to bldg.) 4 20 Collars (to connect duct work to bldg.) Period of Performance: Base Year - 4 month lease. Units will be delivered no later than June 1st and picked up on or after Sept 30th of each period of performance. Option Years - 5 month lease. Units will be delivered no later than May 1st and picked up on or after Sept 30th of each period of performance. MVAHCS Staff will disconnect units from the facility on September 30th each year and contractor will pick up units within 7 days. Air conditioners will meet the following requirements per unit: #1 - Cooling capacity: 12 ton units. #2 - Cooling capacity: 25 ton units with heat. Power Requirements: 460 Volt, 3 phase, not to exceed 40 amps. Each unit will be equipped with a humidifier. Invoices will be submitted monthly while in operation. Total cost will be divided into equal payments based on terms of contract. MVAHC Electric Shop will provide power cables and disconnects capable of delivering the correct voltage/amperage to operate these units. VA personnel with connect units to power. The VA has the power cords/cables on hand. Disconnects are already in place. VA HVAC Shop will connect the duct work to the building. Contractor is responsible for all maintenance. Contractor will respond within 4 hours of reported equipment failure. If unit cannot be repaired, it will be replaced within 6 hours of reported failure. Security Visitor badges will not be required. Contractor will deliver equipment to the facility. Entering the facility is not necessary. END
