Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. Request for Quote (RFQ) number is N66604-25-Q-0343. Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC). This requirement is being solicited on a 100% small business set-aside basis. The North American Industry Classification System (NAICS) Code is 333996. The Small Business Size Standard is 1,250 employees. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price (FFP) basis, twelve (12) Kawasaki HYD Motors, P/N 7443747 (MFR P/N HMB030P21PL566), on a brand name basis, with an additional four (4) option years. The Kawasaki HMP030P21PL566 Hydraulic Motor is an approved source of supply for the towed array CDU and is a mandatory replacement part during CDU overhauls performed at the NAVSEA-certified TAHEF. The identification, qualification and acceptance of another motor or source of supply would require repeating extensive environmental testing, life cycle testing and Grade A Shock testing at the platform level. The estimated time for another motor to be qualified and tested is detrimental to the Fleet and warfighter and unacceptable; these requirements are based on the technical judgment and awareness of the effort required to qualify the current configuration. Based on the current and known future requirements for this product, these duplicative costs and the negative effect of schedule delays cannot be offset by potential savings from competition.
