Page 1 of Page 1 of 4 Page 1 of The Department of Veterans Affairs intends to negotiate and award a sole source contract to States Manufacturing Corporation, 11100 Jefferson HWY N, STE 1, Champlin, MN 55316 under the authority of FAR 6.302-1 Only One Responsible Source. The period of performance is for a 12-month period. The NAICS code is 811210. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Michael Wicht at the email address below by 5:00 PM Central Standard Time on March 26, 2025. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the VA will proceed with the sole source award to States Manufacturing Corporation. The anticipated award date of this requirement is April 15, 2025. No collect calls will be accepted. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Description of service: Electrical Gear Upgrade Service Agreement for the States Electrical Gear PLC Cabinet. Contractor shall furnish all labor, transportation, parts, and expertise necessary to add controls features to an existing States manufacturing electrical gear at the Sioux Falls VA Hospital, Sioux Falls, SD. Upon installation, contractor to test and make necessary adjustments required for proper operation. To be considered eligible for consideration, bidders must have a field service representative located in Sioux Falls or surrounding area that has been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment he/she is being asked to work on. Bidders must provide, upon request, documentation of factory certified service/maintenance training on the specific equipment under the terms of this contract. All parts used shall be OEM parts only. Reverse engineered and/or refurbished parts shall not be utilized under the terms of this contract without explicit permission, in writing, from the Contracting Officer. Subcontracting of any ensuing award of this solicitation will not be allowed without written permission of the Contracting Officer. General Requirements: Contractor developed lock out tag out plan submitted to COR. Provide operator training during onsite visit for each SOW item listed in the Specific Requirements. Upon installation completion of work, the contractor shall test and make necessary adjustments required for proper operation. Tests shall be completed until satisfactory results are achieved demonstrating the return to service program and every other update is working properly. Include cabinet extensions, panel/cabinet blank off panels, adapters, mounting brackets, supports, wire management, and wiring to accommodate new equipment and controls. SOW includes every enhancement to the states electrical components on the Sioux Falls VAHCS Campus that is not currently covered by a separate contract. Including, but not limited to: Return to Utility Power covered under this contract Upgrade Station Generator Stand by generator 1, 2, and 3 Building 26 EHRM Infrastructure Upgrades B66 HMI Building 50 All documents shall be given to the Sioux Falls VAMC s Contracting Officer s Technical Representative (COTR) or after installation indicating operational test results indicating correct operation has been achieved. Special Requirement: Return to utility service controls enhancement: Work will correct the building 50 states electrical gear controls issue that occurs when the emergency generators in a test with load operation and utility power is lost. Examine existing PLC and HM controls code for the existing electrical gear prior to site visit. Develop testing script to follow during site visit. Contractor will provide the necessary manpower and supervision to properly modify PLC controls and add an HMI countdown timer which shows the return to utility source to the existing electrical gear. Controls will include an acknowledge feature which will require operators to manually operate to return controls to regular operation should campus lose utility power while running the emergency generators. Replace Remote Annunciator Panel for Utility/PLC Section. Provide, install, and commission replacement electrical gear annunciator panels in building 50. Updated PSSI Remote Annunciator Panel for Generator Sections (x1) with new technology. New annunciator shall include all existing monitoring points. Replace Remote Annunciator Panel for Generator Sections. Provide, install, and commission replacement electrical gear annunciator panels in building 50. Updated PSSI Remote Annunciator Panel for Generator Sections (x3) with new technology. New annunciator shall include all existing monitoring points. Provide a new display of Building 50 Emergency Generators status in Building 26 HMI Screen, including fiber cable between Building 50 and Building 26 in existing conduit paths. Display shall be installed in states gear within building 26. Refer to deliverable schedule for submittal requirement. Mirror image of building 50. Wall mounted box 2 ft wide x 2 ft tall x 10 deep. Conduit paths included in SOW. Update Controller in Building 50 to show new switchgear Building 26 gear, including Utility Power available for both feeds and Breaker position for including, but not limited to 52-US1, 52-US2, 52-SF1, and 52-SF2. Update the touch screen to show the new utility building vise the old one and update the breaker nomenclature to match new equipment installed and remove equipment that is no longer connected to the States Electrical gear. Emergency and backup generator controls updates to operate independently of one another. Field verify Schweitzer SEL-351 s for functionality and proper operation. Replace as required. Label all wires inside every States Electrical Gear PLC Cabinet on the Sioux Falls VAHCS campus. All existing labeling shall reference the wire numbers which coordinate with the controls logic drawings. All existing wire labeling which reference the ATS s they serve or any other naming convention shall be removed and replaced. Provide an updated PDF and hard copy of operating instructions and features manual showing the new controls interface screens and associated instructions. Provide an updated PDF and hard copy of the states equipment logic one line diagram. One line diagram shall include ALL electrical gear on SFVAHCS campus that interact with the States equipment and controls. Including, but not limited to: Include control wires. States gear interconnectivity Automatic Transfer Switch (ATS) Utility service Return to Utility Power covered under this contract.
